This position is in the Veteran Readiness and Employment (VRE) Division of the Columbia VBA Regional Office, out based at North Charleston, SC. The Supervisory Vocational Rehabilitation Counselor (SVRC) is responsible for the administration and workload management of the VRE Division, to assure that performance goals in the areas of timeliness, accuracy, cost, customer satisfaction and employee development are achieved.

The Supervisory Vocational Rehabilitation Counselor (SVRC) is responsible for the administration and workload management of the VRE Division, to assure that performance goals in the areas of timeliness, accuracy, cost, customer satisfaction and employee development are achieved. The SVRC will assist in serving as a professional consultant and expert in conducting, administering, and advising in the areas of education, psychology testing and evaluation, counseling, rehabilitation, job accommodation, and placement for the professional counseling staff. The SVRC has a familiarity with all phases of the VRE Division to interview claimants' in-person or over the telephone and to elicit information essential to resolve concerns or obtain necessary evidence so claims may be properly adjudicated for disabled Veterans receiving Veterans Administration (VA) benefits. The incumbent will provide administrative and technical supervision necessary for accomplishing the work of the VRE Division.
The incumbent acts as a program consultant to other federal and state rehabilitation agencies to coordinate services. The incumbent is also responsible for the cost-effective use of resources to accomplish the VRE's assigned outcomes. The incumbent can monitor the Systematic Technical Accuracy Reviews (STAR) both local and national and administer the appropriate training to the division. As such, the incumbent facilitates operations with major public and private universities, community colleges, and vocational/technical institutes in the state to resolve training issues.
The SVRC will supervise VRE staff at out based locations and within the Regional Office. The SVRC is responsible for the administration and workload management of the VRE Division, to assure that all performance goals in the areas of timeliness, accuracy, cost, customer satisfaction, and employee development are achieved. Also assures that actions are taken to achieve appropriate goals for the division based on these indicators. This would include assessment of office problems, client and organizational need, and directives.
The incumbent is responsible for ensuring that the professional, technical, and administrative quality and timeliness of service meets VBA's organization goals serving as technical representative in developing, awarding, implementing, and evaluating contracts to provide professional counseling, evaluation, case management, employment, and other services. The incumbent's duties also involve coordinating intra and inter-state transfer of cases, and consulting with VRE Officers throughout the field.
The supervisor has a familiarity with all phases of the VRE division to interview claimants' in-person or over the telephone and to elicit information essential to resolve a concern or obtain necessary evidence so that a pending claim may be properly adjudicated.
The supervisor gathers and interprets a wide range of data addressing service concerns. Further, they can recommend appropriate action based on the data. The supervisor possesses an understanding and the ability to apply the principles of individual counseling and small group dynamics.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
INDIVIDUAL OCCUPATIONAL REQUIREMENT: There is an Individual Occupational Requirement that must be met to be found minimally qualified for this series, please read the requirement description carefully.
A master's degree in rehabilitation counseling that included an internship.
-OR-
A master's degree in counseling psychology (or related field) that included an internship in rehabilitation counseling and was supplemented by at least 30 semester hours of course work in a majority of the following areas (coursework MUST have an emphasis on vocational rehabilitation counseling): foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability.

A master's degree listed in 1 or 2 WITHOUT a rehabilitation counseling internship. Where the internship was substituted for professional experience following completion of the master's degree. [Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
Specialized Experiences: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12). Specialized experience is defined as one (1) full year of experience in Vocational Rehabilitation and Employment programs. Examples of specialized experience would typically include:
Expertise with employment and vocational rehabilitation programs.
Possessing knowledge and expertise in the procedures for vocational and rehabilitation law.
The expertise to administer and counsel in the areas of counseling, rehabilitation, psychology, career development, and job placement entitlements.
The expertise to control budgetary resources for approving and monitoring financial expenditures.
Your resume/application must support your response. To meet the specialized experience, your resume should reflect experience that has provided a thorough knowledge of general laws affecting Veterans and/or people with disabilities testing and evaluation, rehabilitation, job development and job placement and a full and complete knowledge of Chapters 18, 30, 31, 34, and 35 of Title 38, USC. Documented specialized experience will illustrate the ability to conduct, administer and advise in areas of education, training, counseling, and psychology affecting the entire field of VA's VRE program.
There is no educational substitution for Specialized Experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings. The work does not require any special physical effort.
