You will serve as a SUPV IT SPEC (PLCYPLN) in the ENTERPRISE ENGINEERING of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will set technical vision, supporting innovation, and exercising leadership in the planning and delivery of enterprise software engineering and platform engineering capabilities. You will provide scientific and engineering leadership for software design, development, integration and life cycle support, to include incorporation of modern software practices. You will provide engineering for systems and Fleet platform engineering efforts, to include modern practices for digital engineering. You will work with senior level sponsors to identify critical requirements and for enabling project teams within the division to excel in the delivery of resilient capability within cost and schedule constraints. You will be responsible for management of financial, infrastructure, and divisional processes to enable effective operations within operating constraints.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

NM-05 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience in applying software development, engineering, or architecture concepts to complex business systems platforms and enterprise architecture; and skills in managing IT systems processes and budget. NM-04 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical or project management oversight for Business and Enterprise Information Services (EIS); and overseeing personnel management processes (i.e. hiring, promotions, awards, etc.) and assessing employees' performance. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
