This position is located with the Division of Financial Management at the Gallup Indian Medical Center in Gallup, NM. The purpose of this position is serve as the Supervisor of Purchase Referred Care (PRC) in a large service unit setting and to provide support and technical assistance to the Service Unit management on matters involving PRC including medical, surgical, dental, hospital and clinical services to all eligible beneficiaries in conjunction with care provided outside IHS facilities.

Duties

Manages the overall Purchase Referred Care (PRC) program. Develops, coordinates, and integrates operational plans in accordance with approved policies and directives pertinent to the administration and management of the service unit Purchase Referred Care (PRC) and alternate resources programs. Develops statistical data from available reports and other sources for the purpose of reviewing, approving, and recommending changes to Service Unit PRC program operations of budgets. Reviews, analyzes, and summarizes pertinent financial, statistical, and program data. The utilization level of contract services is maintained and all responsible officials are advised as to the current usage of existing contracts to maintain maximum efficiency, and effectiveness. Ensures that current eligibility criteria followed in the administration of the PRC program that requires familiarity with the regulations and ability to explain the regulations to providers and the Service Unit staff. Works closely with PRC staff, and Medical Staff to report, manage, and monitor the high cost cases funded through the Catastrophic Health Emergency Fund (CHEF) program as established by P.L. 100-713 Section 202. Works with vendors to ensure access to services with timely reimbursement

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Planning and Administrative functions, consultative and technical assistance to facility management regarding the Purchased Referred Care (PRC) program. Knowledge of policies and regulations, the alternate resource program, and ability to interpret provisions of the program. Ability to ensure the PRC program is in compliance with all regulations, laws and guidance. Experience approving/disapproving funding requests, obligations, expenditures on the basis of interpretation of regulations, policies, and status of funding. Experience reconciling program accounts from month to month to ensure facility and programs stay within their spending plans. Reviews and evaluation of facility and program operations to determine progress, conformity to program requirements and identifies deficiencies and problems affecting costs and delivery of services. Experience in overseeing employees, recommending corrective actions, working with staff to resolve problems and achieve compliance with policies. Distributing workload, reviewing work products and assures effective and timely internal and external reporting. Researches and analyzes and prepares correspondences such as Congressional and tribal inquires, working with Federal facilities, tribal entities, and the private sector. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
