The Supervisory Registered Respiratory Therapist is located within the Veterans Health Administration (VHA), Southeast Network (VISN 7), VA Augusta Healthcare System (VAAHCS) in Augusta, Georgia located in the Nursing Service/Respiratory Care. Supervisor Respiratory Care manage complexity level 1 and 2 Respiratory Care Department. Supervisor Respiratory Care manage all administrative and clinical aspects of the Respiratory Department.

Duties

The major duties of the Supervisory Registered Respiratory Therapist include, but are not limited to: Manages, directs, or assists in managing or directing, one or more programs to deliver health care services to Veterans. Assumes a high level of supervision of a large, complex section and, as necessary, provides supervision to subordinate supervisors. Develops and implements the organizational vision that integrates program goals, strategic priorities, ICARE values, and other factors. Plans the sequence of operations, recommends, and implements changes in organization or work assignments to improve work, services, job satisfaction, etc. Develops statements of goals, policies, priorities and plans for the full range of department related concerns, including guidelines and policies for non-routine or complex assignments. Resolves technical work problems, including those not covered by precedents or established policies. Serves as a consultant and works in collaboration with case managers, discharge coordinators, physicians, nurse practitioners, physician assistants and ancillary staff regarding the respiratory care provided. Establishes relationships with professional and/or other health-related groups within the community. Assigns and explains work requirements relative to respiratory care for new or changed, as well as existing programs. Establishes guidelines and performance expectations for staff; observes workers performance; demonstrates and conducts work performance critiques. Develops performance improvement plans, recommending personnel actions as necessary; proposes and effects disciplinary measures as appropriate to the authority delegated in this area. Completes annual performance appraisals for staff supervised. Recommends approval, modification, or rejection of formal requests from subordinates for promotion, reassignment, status changes and awards. Plans and implements an effective educational program for in-services, orientation, continuing education, and other personnel training including respiratory therapists, medical students, residents, house staff, nursing staff, patients/families/caregivers, and other Medical Center personnel. Develops and maintains competencies for department staff supervised. Assumes other duties and responsibilities as needed or assigned. Keeps employees and higher-level leadership informed of matters that affect them. Work Schedule: Monday - Friday, Day Shift 07:00am - 3:30p & Swing Shift 03:00pm - 11:30pm. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. BASIC REQUIREMENTS: To qualify for appointment as a Registered Respiratory Therapist (RRT), all applicants must possess the following: Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Individuals must have successfully completed a respiratory care program accredited by the Commission on Accreditation for Respiratory Care (CoARC) or its successor American Association for Respiratory Care (AARC). (copy of transcripts required) Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current, and unrestricted license from a state to practice as an RRT. (copy of licensure required) Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. (copy of certification required) English Language Proficiency. RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. § 7403(f). Grandfathering Provision. All persons employed in VHA in this occupational series or in another occupational series and performing the duties as described in the qualification standard on the effective date of March 12, 2021, are considered to have met all qualification requirements for the grade held, including positive education, credential or certification that are part of the basic requirements of the occupation. (only applicable to current VHA employees who are in this occupation and meet the criteria) GRADE DETERMINATIONS: Experience/Education. Candidates must: Have one year of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. Hold an active license and RRT credential. Experience is only creditable if credentialed as a Certified Respiratory Therapist (CRT) or RRT, the experience is in respiratory care, pulmonary function testing or polysomnography and directly related to the position being filled. To be creditable, the candidate's experience must have demonstrated the use of knowledge, skills, and abilities (KSA) associated with current practice in paid employment as a CRT or RRT. Examples of equivalent experience may include: Assigning and evaluating the work of subordinate staff; resolving problems that may interfere with patient examination or treatment; assessing new procedures, products, and equipment; reviewing and recommending new and emerging procedures; providing instruction and training to new staff; interviewing candidates for positions, recommending selections, advancements, and promotions, taking disciplinary action when necessary; providing guidance in more complex and non-standard cases and budget management; representing the department at interdisciplinary meetings and on facility level committees; Conducting audits of inpatient and outpatient records to ensure appropriate documentation of plan of care, assessments, therapy, procedures, clinical outcomes, and patient safety; maintaining established departmental policies and procedures, objectives, and quality assurance programs; and assisting in determining quality assurance and compliance data collected. AND Demonstrated Knowledge, Skills, and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs: Ability to plan and assist in the establishment of a completely integrated respiratory care program. Ability to recommend improvements based on evaluation of facility operations. Ability to supervise employees. Ability to manage the fiscal aspects of the functions supervised. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and must be performed by the incumbent at least 25% of the time. PREFERRED EXPERIENCE: One year of credible experience equivalent to the GS-12 grade level. It is highly desirable that the candidate possess certification in one or more functional specialties. PHYSICAL REQUIREMENTS: Daily walking, sitting, standing, and occasional crouching or kneeling. Moderate lifting is required to move equipment throughout Medical Center locations. Considerable manual dexterity and hand-eye coordination are continuously required during Cardiopulmonary procedures. This includes continuous observation of a computer screen. Cardiopulmonary Resuscitation (CPR) that demands coordination and stamina. The actual grade at which an applicant may be selected for this vacancy is GS-13.
