About the Position: Manages and directs garrison operations of a multi-mission tenant activity. Provides administrative program direction to various civilian directors and special staff involved in a wide variety of functional program areas. Formulates goals, policies, and objectives for the garrison.

Duties

Exercise managerial guidance and leadership over assigned operating activities. Analyze installation mission requirements to determine resources needed to support installation services in a way that accomplishes the mission in the most efficient and effective manner. Present formal presentations to outside groups. Provide decision making presentations to senior leaders. Analyze higher headquarters requirements to determine impact on installation programs and services and modify organizational practices/policies to comply with the requirements. Develop overall management goals in terms of financial execution, project schedule execution, and utilization of labor to measure overall success. Review the need for, evaluate available information, and recommend expenditures of funds pertaining to special projects. Design developmental plans and strategies which maximize employee potential and foster high ethical standards that include current and future needs of the workforce and the organization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires the employee to travel approximately 15% of the time.
  • This position requires a valid state issued driver's license.

Specialized Experience GS-14: One year of specialized experience which includes managing and directing installation support services directly affecting the accomplishment of a multi-service operation and a complex multi-mission installation. Experience in providing program direction, objectives, strategies and evaluations for installation support functions, operations and activities that include financial management, contracting services, law enforcement and security, housing management, family and community activities, internal review, equal opportunity, and personnel functions, technical and professional services including public works, environmental, energy, fire and emergency services. Experience managing and evaluating the impact of operational factors, assessing fiscal soundness and taking appropriate action to ensure the operational success of installation programs and activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
