This BUDGET ANALYST is located in the Directorate of Resource Management (DRM) of an Army National Guard Level I or Level II Garrison Training Center (GTC) and is part of the CA Training Site CR.
Duties
THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION.
The primary purpose of the BUDGET ANALYST, GS-0560-11, is to serve as the principle financial advisor to the Base Operations Manager, providing technical assistance concerning the overall fiscal management program including preplanning, budgeting, programming, funds allocation, procurement, commercial accounts management, payrolls, accounting, internal controls, auditing, and reporting. Assists the Base Operations Manager in determining the significance of management decisions on financial plans and other fiscal matters.
Qualifications
BUDGET ANALYST, GS-0560-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; Excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements; Experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures; Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education
Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree
or 3 full years of progressively higher level graduate education leading to such a degreethat demonstrates the knowledge, skills and abilities necessary to do the work required.
Education must be in one of or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.
