This position is located in the Office of the Chief Financial Officer (OCFO), National Finance Center (NFC), Government Employees Services Division (GESD), Program Management Staff (PMS) in New Orleans, LA.
Incumbent services as the Associate Director and Program Manager for Special Projects. Incumbent is responsible for managing, planning, implementing, monitoring, evaluating, and operating major projects for the OCFO, and its customer agencies.
Duties
The incumbent is responsible for providing direction and Agency wide leadership in performing and conducting comprehensive analyses and special analytical studies and evaluation.
Plans, directs, and leads the overall staff of professional, technical and contractor employees carrying- out day to-day operations on major activities.
Assures compliance with Federal contracting and procurement requirements, applicable Federal requirements, applicable Federal laws and regulations.
Makes decision on problems presented by the staff, communicates performance requirements, evaluates work performance, and recommends recognition of employees.
Serves as an authoritative source of guidance and information on matters related to functions supervised.
Participates in management planning, policy, and decision-making sessions regarding legislative changes, technological changes, and changes in Governmental policies and procedures involving important financial and non-financial management matters.
Directs the work of an organizational unit carrying out a variety of administrative activities that facilitate the effectiveness, efficiency, and productivity of the OCFO mission.
Requirements

Qualifications

Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: (1) Providing management analysis, system operations and controls for financial information, fully integrated payroll/personnel and other Human Resource systems; (2) Managing, planning, implementing, monitoring, evaluating and operating project implementations of organization wide programs; (3) Facilitating the effectiveness, efficiency, and productivity of the organization relative to accountability, client services and for internal processes, administrative, technical, activities pertaining to automated systems and controls; (4) Conducting special studies and/or surveys of activities for assigned program elements that would typically involve complex problems or process improvements; (5) Assuring effective utilization of program resources, tools and practices in accordance with congressional, department and component controls; and (6) Assuring internal controls are developed, maintained and evaluated.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-14).
