This position is located in the Office of the Chief Financial Officer, National Finance Center, Office of the Deputy Director, Administrative Management Staff in New Orleans, LA.
Incumbent services as the Chief of Administrative Management Staff and has responsibility for financial management, acquisition and supply management, property and facilities management, security and safety management, mail management, inventory and warehouse management, motor vehicle and transportation management.
Duties
Directs administrative services (budget/financial management, acquisition, physical/personnel security, supply management, facilities management, etc.) which support and directly affect the operations of NFC.
Ensures that all programs and accompanying guidance are responsive to NFC’s objectives and requirements.
Develops and implements broad programs based on new or revised legislation.
The incumbent must direct complex projects requiring application of advanced project planning methods and techniques.
Provides effective leadership, supervision and support for personnel assigned to Administrative Management Staff.
Provides oversight for all travel and purchase credit card services for NFC employees. Ensure the purchase and credit card holders receive the necessary guidance needed to comply with Federal regulations.
Oversees the performance of safety measures and operations for NFC facilities to ensure a safe working environment for NFC personnel.
Ensures that mail services for NFC abide by all Federal laws and regulations for the handling of mail and packaging services.
Provides oversight over the contracting function to support the needs of NFC organizations. Ensures compliance with all contracting policies and regulations for purchasing and contracting services.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.
Qualifications

Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: Extensive experience in advanced management and organizational principles; Comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process; Knowledge of facilities planning, emergency management, acquisition, and management processes to prepare long-range short-range planning guidance in accordance with broad agency program policies and objectives; and Experience in leading, developing and implementing programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level (GS-14).
