Duties
Provides direction, assistance, and support to the Director, executive leadership, and staff in the planning, coordinating, and executing of administrative operational projects, programs, and studies.
Assists the Director in a myriad of complex program, management, technical and administrative issues, and actions.
Formulates and implements operating policies and procedures and ensures that all instructions are in accordance with DOL policies and plans. With the Director, ensures that the assigned programs are carried out operating within guidelines consisting of regulatory and policy guidance from higher echelons.
Incumbent must possess management and knowledge of a multitude of management, program, administrative, and technical initiatives across DOL as well as in-depth knowledge of testing and evaluation which is sufficient to modify and extend theories and/or practices and make recommendations which result in significant changes to important operational programs.
Based on expertise and organizational knowledge the incumbent provides executive, advisory service on operational, business, and administrative policies which support accomplishment of the mission.
Plans, coordinates, and conducts studies and projects of broad scope to highlight the effectiveness and weaknesses and to ensure necessary action is taken to preclude or eliminate problems/weaknesses uncovered.
Undertakes complex research projects that require the exercise of identification of sources of information, fact-finding and investigation, analysis, report writing, correspondence preparation, and follow-up. These assignments are typically of a highly sensitive and controversial nature and involve contact and coordination with key officials. Due to the sensitive nature of such projects and the level of those persons contacted, the incumbent exercises an extremely high level of tact and diplomacy.
Develops plans and objectives for assigned programs. As required, tasks, directs, and coordinates with organizations and offices engaged in the development and implementation of plans and objectives to assure that actions are in keeping with management direction. Identifies areas needing emphasis, and exercises guidance to ensure programs and initiatives are accurately meeting management expectations.
Reviews and analyzes accomplishment of the assigned programs by analysis of reports, projects, and information provided. Identifies existing or potential problem areas and recommends corrective action or preventive measures.
Ensures adequate internal controls are installed to eliminate or minimize the potential for fraud, waste, abuse, mismanagement, and inefficiency. Ensures that internal controls are considered in all guidance issued.
As required is responsible for issuing directives and instructions; establishing and directing the implementation of policies, procedures, practices, and methods within the framework of existing regulations and DOL policy; rendering authoritative decisions; determining the need for and implementing measures for improving coordination; determining control measures needed to provide data for management; substantially reducing operating costs without impairing overall operations through methods improvements, reprogramming of resources, automation, etc.; and reviewing and developing facility and equipment requirements.
Establishes long-range programs and goals upon directive and in anticipation of programmatic changes, financial and resource allocation changes, and/or to integrate new mission/resource requirements or initiatives. In conjunction with such long-range plans, goals, and objectives and as determined by resource requirements, recognizes workload/support needs.
A factor of difficulty in this job is the requirement to coordinate and integrate the work of across DOL. This involves exercising leadership in developing, implementing, and reviewing processes and procedures to monitor program effectiveness and efficiency.
Represents the Director in meetings and project teams. Provides advice, resolving matters of policy interpretation and introducing changes in program requirements and procedures. Negotiates differences of opinion among organizational elements with respect to functional responsibilities.
Assembles complex and highly sensitive background information and material as a basis for decision-making. Organizes such material in the most effective manner for presentation to and use by the Director.
Performs other duties as assigned.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Program Manager, as described below.
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes:
1. Experience with the Freedom of Information Act (FOIA).
2. Experience in leading a team.
3. Experience with Continuity of Operations (COOP)
Education
