About the Position: The Anniston Army Depot is located in Anniston, Alabama in the foothills of the Appalachian Mountain chain halfway between Atlanta, GA and Birmingham, AL just off Interstate 20. The Depot is the largest employer in Calhoun County with approximately 4000 employees.
Duties
Coordinate with higher level leadership to identify the transactions and records to be established for monitoring under the quality control program.
Advise program directors and other operating managers in the development of the budget.
Recommend corrective action and furnishes technical assistance and instructions for correction for program related issues.
Recommend changes or revisions for program maintenance and monitor for future issues.
Perform year-end closeout and carryover activity, and requests additional funding as required.
Identify what funding will be carried over into the next fiscal year and process a (MIPR) for the funding.
Compare actual cost versus authorized costs, and compiles and summarizes budget data for inclusion in program reports.
Ensure funds are certified only if funds are available and that they are proper for the use intended in accordance with Public Law and applicable Army Regulations.
Review and analyze proposed operating budget to ensure that it conforms to higher headquarters guidance, policies, and mission priorities.
Develop or revises internal quality control and checks lists to be used in performance of audits examinations.
Requirements
- This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.
- This position requires the incumbent to successfully meet and maintain the requirements of the Physical Security of Arms, Ammunitions and Explosives IAW AR 190-11.

Specialized Experience for GS 09
One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes experience providing: Assisting in analyzing business processes for utilization and trends; Identifying problems for improvements to business processes; Collaborating with information technology personnel on development and testing of test plans for automated business systems; Preparing study findings for management in written reports or oral briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7).
Specialized Experience for GS 11:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience; assisting in budgetary and workload guidance by developing operating plans; negotiating, coordinating, and controlling funds and work authorizations; executing operating budgets; analyzing budget plan directives; assisting in analyses of program objectives, policies, work operations, and/or progress; and providing guidance, recommendations, and information to operational managers concerning procedures and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
