You will serve as a Security Specialist as the command's principle advisor concerning Operational Security (OPSEC) and Emergency Management Officer (EMO) matters, as such, the incumbent is responsible for advising command senior management concerning OPSEC program planning, Emergency Management Work Group, building evacuations, shelter in place operations, assessment and execution. This position is located in Suitland, MD in the OFFICE OF NAVAL INTELLIGENCE.
Duties
You will develop, administer, and maintain curricula and materials on the full range of security, emergency management, and Operational Security (OPSEC) principles and practices.
You will conduct and track security awareness, and Operational Security (OPSEC) briefings.
You will manage programs and foster an environment that administers all resources in a manner that instills public trust while accomplishing the mission.
You will monitor progress and evaluate outcomes to improve organizational efficiency and effectiveness.
You will hold self and others accountable for measurable high-quality, timely, and cost-effective results.
You will determine objectives, sets priorities, and ensure sound management processes and procedures are in place, ensuring that national interests are well served.
You will develop, review, and implement security, Emergency Management, and Operational Security (OPSEC), regulations, standards, policies, and operating guidance.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a 2-year DCIPS trial period requirement.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Incumbent must obtain and maintain Department of Defense (DoD) Security Professional Educational Development (SPeD) certification at the Security Asset Protection Professional Certification (SAPPC) within 24 months of assuming the position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 level in the Federal Service or equivalent experience in the private or public sector performing duties such as:
1) Managing the educational process and protection of critical information by implementing all aspects of organizational policies and procedures;
2) Conducting security reviews of all contracting documents being considered for public release and developing operations security (OPSEC) plans in support of various programs, tests and exercises as required by DoD and Navy regulatory requirements;
3) Evaluating division resources and making recommendations to senior management concerning issues that affect the organization's ability to implement operations security (OPSEC) programs;
4) Developing detailed emergency plans and procedures to provide emergency assistance to personnel;
5) Planning, scheduling and conducting periodic inspections, surveys, exercises and drills of organization's activities to ensure effectiveness of emergency plans and coordination of emergency response and communications.
