Serves as second-in-command to the Inspector General and oversees the day-to-day operations of the Office of the Inspector General's audits, investigations, inspections, evaluations, and mission support programs.

Duties

Oversees audits, inspections, evaluations, and other reviews of GAO programs and operations to promote the agency's economy, efficiency, and effectiveness. Oversees a criminal, civil, and administrative investigations program to investigate wrongdoings that involve GAO personnel, contractors, and operations. Provides policy guidance and direction for the audit and investigative activities related to GAO programs and operations to provide appropriate oversight of GAO programs, operations, and personnel. Directs a policy, planning, and management support program for the OIG to inform the Inspector General and other GAO officials about budget, personnel, policy, or other issues impacting on the OIG's independence and its ability to accomplish its mission. Establishes and maintains relationships between the OIG and GAO, OIGs at other Federal agencies, and Congress for the purpose of ensuring GAO OIG's independence, sharing ideas with the OIG community, promoting economy and efficiency in program administration, and preventing and detecting fraud and abuse in GAO programs. Directs workload assessments for the OIG, sets priorities for long-and short-range plans, and makes resource allocations to support the OIG program. Delegates authority to subordinate Assistant Inspectors General and holds them responsible and accountable for the quantity and quality of the performance of their organizational units. Serves as the Inspector General if the IG is unable to execute their duties for any reason. Uses delegated managerial authority to direct the work of the team/unit; is held accountable for the success of the team/unit's line or staff functions; monitors and evaluates the progress of the organization toward meeting goals; makes adjustments in objectives, work plans, schedules, and commitment of resources; evaluates and provides input on the performance of employees; makes decisions on people-related matters such as selections, promotions, awards, and training; supports GAO's equal employment opportunity (EEO) goals, core values, and People Values by positive example and appropriate action. Qualifications

You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement. If you are a federal employee, the level of experience we are looking for is typically gained in GS-14, GS-15, Senior Executive Service, Senior Level, or equivalent-level positions. Technical qualifications The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. The technical qualifications for this position are: Experience managing or supervising audit, inspection/evaluation, law enforcement, or legal professionals in a federal, state, or local Office of the Inspector General to produce effective oversight of an agency's programs, operations, and staff. Experience applying one of the following: Generally accepted government auditing standards (GAGAS) to produce quality audits that result in recommendations which improve agency operations; Quality Standards for Investigations of the Counsel of Inspectors General for Integrity and Efficiency (CIGIE) to support prosecutions and agency administrative actions; or CIGIE's Quality Standards for Inspection and Evaluation to produce inspections and evaluation that result in recommendations which improve agency operations. Experience developing written work products such as audit reports, inspection and evaluation reports, or reports of investigation that support actions to improve economy, efficiency, and effectiveness or take action regarding misconduct issues. Knowledge of the application and interpretation of enabling statutes for Offices of Inspectors General and independence issues impacting Offices of Inspector General. Executive core qualifications (ECQs) The ECQs assess executive experience and potential. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
