This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. The Supervisory Social Worker is the Program Coordinator for the Homeless Programs. This position supervises case management and intervention support to the Health Care for Homeless Veterans (HCHV) Program in a team oriented, recovery-based program. They ensure the HCHV Program provides continuity of care between Homeless Programs through services to Veterans as they transition from programs such as HCHV Outreach or Contract Residential Housing, Residential Rehabilitation and Treatment Programs (RRTPs), and Grant Per Diem Programs (GPD) to permanent housing through the Housing and Urban Development-Veterans Affairs Supported Housing (HUD-VASH) Program or other forms of housing in the community.
Administrative:
The incumbent supervises and manages the HCHV Program at Bath to include all HCHV Social Workers, Case Managers and Peer Support Staff.
The incumbent is responsible for administering information and analytical systems to evaluate and enhance the quality of service provided to patients. The incumbent develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction. The incumbent develops, implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services.
The HCHV Program Coordinator uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. The HCHV Program Coordinator performs program analysis, development, review, and design. The Coordinator is responsible for establishing and maintaining working relationships within and between departments within the VA and with agencies and providers external to the VA.
The incumbent performs work related to the review, monitoring, analysis, planning and assessment of various programs. Performs regular chart reviews in CPRS to determine proper documentation, coding and clinical assessment of the Veterans in HCHV and uses those reviews to improve efficiency. The incumbent is responsible for key project activities related to the planning, development, and implementation of the project component.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Social Worker, GS-12
(1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services.
Ability to provide staff training and development.
Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
