This position is located in the National Park Service - Interior Region 1 in the Regional Director's Office. The Management Assistant is the principal staff action officer and management consultant for technical and program management actions performed personally or on behalf of the Regional Director and Deputy Regional Directors. This is a temporary promotion not to exceed 1 year.

Duties

As the Management Assistant, you will be responsible for providing accurate and reliable support and advice on a wide range of management functions to the Regional Director and Deputy Regional Directors as these apply to the Regional Office. This responsibility will be accomplished through the execution of the following duties: Plans, analyzes, tracks, and monitors the formulation and development of processes, procedures, operating policies, and program goals. Initiates and develops new programs, improves effectiveness, resolves problems, and takes other management actions to improve functions in the Regional Director's office. Maintains a high degree of awareness for management's (RD and DRDs) objectives and ongoing technical programs and projects. Designs and implements a system for efficient information flow between the RO and the field as well as amongst the various Directorates at the regional office. Collaborates with the External Affairs Program Manager on politically sensitive information requests and data calls. Serves as the point of coordination on urgent requests for information from the National Park Service Washington Support Office (WASO) and the Department of the Interior (DOI). Serves as the principal staff officer in developing and coordinating major events, meetings and conferences sponsored by the RO. Accompanies the Regional Director/Deputy Regional Directors on field visits assembling and preparing appropriate briefing material on operations issues to be discussed and takes the lead in debriefing the staff, generating and issuing instructions for appropriate corrective action taken on specific issues and preparing trip and other reports and ensures that follow-up reviews are conducted so that committed actions are complete and response has been made to principal parties involved. Handles sensitive materials that require confidentiality and discretion. Coordinates logistics for Transition Management Assessment Plans (TMAPs) and coordinates and tracks new superintendent on-boarding in partnership with a Deputy Regional Director. Serves as the primary liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO for the Regional Director's office and assures that the RDO's hiring managers (RD, DRDs, and ARDs) receive sound advice and guidance on position management, either from own expertise or through collaboration with SHRO specialists. Coordinates new superintendent onboarding with the supervisor of the new employee and coordinates senior staff and superintendent out briefings, check-out forms, and retirement/departure processes. Plans and runs the Position Management Review Board (PMRB) sessions with division chiefs and the executive decision-making sessions with the senior staff. Tracks and organizes annual achievements from parks and RO programs to facilitate annual reporting and submission of the RD's annual accomplishments. Coordinates special projects and initiatives for the Regional Director. This may include priority efforts identified by the senior staff or regional leadership council.

Qualifications

All qualifications must be met by the closing date of this announcement-02/13/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this Management Assistant, GS-0301-13 position, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience must include the following: researching and gathering numerical and narrative data; analyzing qualitative and quantitative data about programs and processes; reviewing complex policies for applicability; identifying process improvements for effectiveness and compliance with regulations; communicating concepts, procedures, and findings in concise oral and written formats. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Each listing of experience must include beginning and ending dates to include the month and year AND the number of hours worked per week.

Education

There is no substitution of education for experience for positions classified to the 0301 occupational series at the GS-13 grade level.
