About the Position: This position is a Maintenance Management Analyst within the US Army Corps of Engineers O&M Technical Support Section of Technical Operations Branch in the Portland District Operations Division. The primary responsibility of this position is to evaluate Operating Project maintenance data and utilize that information to provide a measure of the performance and efficiency of the Projects' maintenance management and business processes.

Duties

Provide analysis and recommendations to supervisor, Operating Project decision-makers, and senior Operations Division leadership. Utilize an array of databases, and a variety of specialized software to analyze, interpret, and evaluate project maintenance data. Serve as the Portland District Facilities and Equipment Maintenance (FEM) Administrator. Serve as an Assistant Asset Manager to the Chief, OM Technical Support Section and District Asset Manager. Assist with implementation of all phases of the USACE Maintenance Management Improvement Plan (MMIP) across all Operating Projects. Maintenance Management Data Analysis and Program Evaluation. Make recommendations to Operating Project Managers and their staff on ways to improve maintenance processes and procedures.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience (GS-12): One year of specialized experience which includes expertise in the use of maintenance management systems such as Facilities and Equipment Maintenance (FEM), and evaluating related reports related to operations and maintenance activities, as well as competency in USACE maintenance management policies and requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-11.
