Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Archeologist. Duty Location: Ephrata, Pennsylvania This position is concurrently open to all U.S. Citizens under Announcement Number BOR-CPN-24-DE-12205236-OPM.

Duties

Manages the cultural resources and historic properties program, coordinating with other offices in the region, and providing technical assistance to irrigation districts. Participates in formal compliance consultations with Federal, state, Tribal, and local entities as required by the National Historic Preservation Act. Serves as the Contracting Officer's Representative (COR) for contracts used in executing the cultural resources program, which involves helping to develop, negotiate, and monitor contracts for a wide range of projects including, but not limited to, inventory surveys, resource evaluations, and data recovery studies. Responsible for museum property management and reporting, including developing curation plans, funding agreements, museum property management plans, and other documents for use in the region and agency. Identifies cultural resource management needs and compliance requirements. Performs archeological field work up to 25% of the time, including site visits, surveys, or test excavation investigations. May involve digging and screening activities; excavating with hand tools like shovels, picks, digging bars, augers, trowels, and other tools; walking or driving vehicles over rough terrain; recurring bending, crouching, stooping, reaching, or similar activities; and lifting of moderately heavy items, such as equipment and samples that weigh less 50 pounds.

In order to qualify for this Archeologist position, you must meet the Basic Requirement AND the Specialized Experience and/or Additional Education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. BASIC REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included the following: three (3) semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; -AND- Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; -AND- Archeological field school. OR, Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a related curriculum such as anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in the statement above (including archeological field school). OR, An equivalent combination of education and experience. College-level education or training that provided knowledge equivalent to that described in statement above, plus appropriate technical experience or additional education. OR, Four (4) years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. AND, SPECIALIZED EXPERIENCE and/or Additional EDUCATION Requirement: Specialized Experience GS-07 : One year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with routine archeological surveys to include site testing and excavation, (2) drafting heritage resources reports, (3) entering inventory and/or site data into various geospatial databases; (4) following federal and state laws and regulations relating to heritage resources. OR, Education : Successful completion of one (1) year of graduate education from an accredited college or university in a field directly related to the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. OR, Superior Academic Achievement (SAA): Successful completion all the requirements for a bachelor's degree in a curriculum that is qualifying for this position, from an accredited college or university, and meet one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.); (2) grade-point average (3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or 3.5 or higher out of a possible 4.0 as computed based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or (3) election to membership in a national scholastic honor society. Specialized Experience GS-09: One year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting site testing of structures, features, or objects identified in surveys; (2)using geospatial technologies such as Global Positioning (GPS), and Geographical Information Systems (GIS) to record archeological sites and features ; (3) photographing artifacts for curation to produces quality photographs for report publications; (4) conducting educational activities about heritage resources. OR, Education: Successful completion of at least two years year of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. Specialized Experience GS-11: One year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) developing and implementing heritage resource management strategies in accordance with the National Historic Preservation Act and other regulations; (2) documenting, reporting, or determining the adequacy of curatorial data, archeological inventories, and determinations of eligibility for listing on the National Register of Historic Places; (3) recommending strategies to mitigate/resolve cultural and paleontological resource conflicts or controversial issues; and (4) developing and monitoring cultural resource management contracts. OR, Education: Successful completion at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: An equivalent combination of specialized experience and graduate level education described above, when combined, equals 100% of the total requirement. Please note only graduate education in excess of two years (36 semester hours) may be used to qualify under this option.

Qualifications Continued:

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.
(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
