The primary purpose of this position is to serve as a Contract Monitor performing surveillance of several Civil Engineering service contracts; provides technical guidance to the contractor, performs project planning, conducts technical review of contractor's proposals, writes contracts, responsible for contract modifications, and budget planning.
Duties
Evaluates and monitors civil engineering service contracts and maintains documentation of contractor perfromacne in accordance with the Quality Assurance Surveillance Plan (QASP).
Determines emergency action and advises the contractor, through coordination with base Contracting Office,
of work which needs to be performed which is subject to separate negotiations.
Acts as a liaison between the contractor and the customer. Participates in meetings to solve problem areas
discuss procedures, interpret policy, and review CDR's and contract responses.
Prepares budgeting and financial documentation of the Civil Engineering Operations contract and purchases.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes 1) Preparing technical specifications and supporting documentation, which are incorporated into contracts and purchase orders. 2) Conducting market analysis, writing Performance Work Statement (PWS) language for required services, and developing government cost estimates. 3) Developing reports on the contractor's technical quality performance. 4) Monitoring, reviewing and determining whether the contractor's performance is in compliance with terms and conditions of the contract specifications.

EDUCATION: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of all trades and crafts associated with civil engineering maintenance and environmental engineering functions and to possess the ability to plan, organize, and re-prioritize work to meet changing deadlines as they apply to civil engineering functions.
Knowledge of and the ability to recognize common occurring civil engineering technical maintenance problems and the skill to effectively advise civil engineering management and the contractor of whom to contact for resolution.
Knowledge of quality assurance/control concepts, principles, practices, methodology, and skill to plan, develop, and implement quality assurance surveillance plans to evaluate the contractor's compliance to contractual quality requirements in a broad range of service contracts. Knowledge of the software program AutoCAD and GIS is desirable.
Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data to include the ability to provide the most effective related information both orally and in writing.
Ability to collect data, interpret specialized documentation and descriptions, conduct and record surveys and inspections, and analyze and evaluate findings to make decisions/recommendations.
Ability to monitor budgets and inventories required to support and maintain the program/contracts assigned.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
