You will serve as a SUPERVISORY ACCOUNTANT in the Accounting Branch (Code 611), Accounting Division (Code 610),Comptroller Department (Code 600), of NORFOLK NAVAL SHIPYARD.

Duties

You will be responsible for administrative control of the Financial Improvement and Audit Readiness (FIAR) branch. You will provide guidance to and is responsible for the administrative and technical operation of the Cost Accounting Branch, directing day-to-day operations. You will review, analyze, and interpret new policy, regulations and system changes. You will develop procedures and internal controls, prepares written guidelines, plans and directs adoption and implementation of system and procedural changes. You will review, interpret, and take necessary action to implement instructions from higher authority. You will establish and maintain mission and reimbursable lines of accounting (LOA) and maintains the shipyard memorandum system. You will ensure compliancy with the Department of Navy Financial Improvement and Accountability (DON FIAR) Plan. You will analyze budgetary and proprietary account balances and reconcile them to trial balance or financial statement account balances. You will Identify and correct abnormal balances. You will recommend corrective action plans to achieve an unqualified audit opinion. You will develop applicable policy and system change proposals to ensure compliance. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in developing and implementing a financial internal control program to sustain audit readiness; Experience in automated systems design practices and limitations to describe systems specifications and requirements to computer programmers and software specialists; Experience in accounting systems covering operations and expenses such as payroll, travel, transportation, supplies, services, inventory and commercial accounts; Experience analyzing accounting systems to solve a variety of accounting problems; Experience examining documents, records, and accounting reports and processes to assure compliance with generally accepted accounting principles; Experience creating new accounting structures and procedural instructions to satisfy regulatory or legislative changes. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
