This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Direct Hire Auth 5 U.S.C. § 9905, 6/23/2023 About the Position: This position is located in the G8 Office Accounting Division at Fort Leonard Wood Missouri. THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position.

Duties

Serves as the Senior Staff Accountant in the MSCoE Managerial Accounting Division, G-8. Responsibility to provide meaningful information to managers regarding fiscal law, rules, regulations, policies, automated accounting and non-accounting systems. Responsible for procedures pertinent to financial management/accounting matters within the installation mission Plans, manages, and coordinates reviews, data analysis of accounting records and interpretation of accounting regulatory requirements and multiple financial and accounting programs including Government Travel Card, Government Purchase Card, etc. Monitors systems application to create management information not provided by the normal systems structure. Directs projects assigned by the Division Chief and requiring the efforts of other accountants within the organization. Resolves problems between automated nonfunctional system interfaces and the DOD accounting systems. Reviews, develops, and implements installation financial management policy promulgated by higher headquarters and provides guidance to staff elements to include that pertinent to installation financial management directives and procedures. Works closely with activities and their designees in promoting understanding and effective application of financial management/accounting policies and procedures. Leads, coordinates, and participates in implementing new accounting and financial systems and processes. Provides professional accounting advice, assistance, training, and management accounting information to financial managers on status, trends, statutory, and policy limitations or installation objective achievements. Analyzes variances. Leads, coordinates, and participates in joint reviews of accounting records with installation program directors and DFAS personnel to analyze and provide professional accounting advice of open reimbursable orders and unliquidated obligations. Provides assistance to various customers to obtain accurate payments including payroll, contracts, travel and credit cards.

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051,
  • amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Clerance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing information to managers regarding fiscal laws, rules, regulations, policies, automated accounting and non-accounting systems, and procedures pertinent to financial management/accounting matters; ensures that financial management and accounting systems produce accurate results and meets legal requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.
