THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a CIVIL ENGINEER, Position Description NumberT5908000 and is part of the ME 101st Civil Engineering Squadron, National Guard.

Duties

Purpose: The purpose of this position is to Provides technical assistance to the Base Architect/Engineer in overseeing and managing the engineering shops and production control function. Provides technical support to all assigned sections. Provides guidance to these sections on standard and code requirements. Develops engineered solutions to technical problems, which are incapable of being resolved by subordinates. Typical problems require the need to perform extensive mathematical and technical calculations in engineering to include civil, mechanical, electrical, or general engineering as well as architecture. It is designated for National Guard officer incumbency only. The incumbent provides subordinate guidance and team leadership to Dual Status and Title 5 employees. Incumbent performs planning development necessary to accomplish architecture and engineering functions for programs essential to state Air National Guard daily operations, training, and readiness missions. Fosters an environment conducive to teaming among service providers and customers to meet state Air National Guard requirements Remarks Continued: This PD was originally written in NARRATIVE Format. When applying a new Standard it is not necessary to re-describe existing PDs solely for the purpose of changing the format to match the new standard. The work of this PD was evaluated using the FES format of the new Standard and is included at the end of the narrative portion of the PD. NOTE: Application of this new standard did not affect the grade of the position. MAJOR DUTIES: 1. (Duty Statement for positions that require supervisory duties but does not meet the 25% of time threshold.) Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. 2. Responsible for the acquisition, construction, maintenance, repair, and operating of real property facilities, and provides related management, engineering, and other support work. Specifically, this includes (a) acquisition, accountability, and disposal of real estate; (b) planning and programming of total requirements for the maintenance, repair, and construction of facilities including financial management of facility programs; (c) provision of basic utility services; (d) maintenance and repair of structures and associated equipment; (e) furnishing snow removal, pest control, fire prevention, and engineering services activities. 3. Represents the Base Architect/Engineer at meetings and conferences with HQ ANG and intermediate command staff, Commanders and staff representatives of tenant organizations, Division and District Engineer representatives of the Corps of Engineers and Naval Facilities Engineering Command, metropolitan airports commission staff; FAA, Veterans Administration, highway department representatives; Federal, states, and city Environmental Protection Agency representatives. Coordinates on plans, exchanges information, recommends policy or procedures and keeps apprised of new architecture and engineering developments. 4. Provides technical instructions and information on architectural, engineering and other technical requirements and assigns phases of projects to subordinate architects, engineers, engineering technicians, and draftsmen. Reviews work accomplishment during progress and, upon completion directs changes to achieve technically accurate and adequate layout and design computations, specifications, and estimates. Establishes technical engineering and architectural processes, criteria, and functions. Prepares or directs the preparation of engineering and architectural drawings, specifications and independent cost estimates for the construction, modification and maintenance of a wide variety of military buildings, structures, pavements, grounds, and utilities systems. Reviews architectural drawings, sketches, and specifications for technical adequacy, constructability, maintainability, operability, and interpretation in terms of requirements for manpower, supplies, and equipment. .

Requirements

Qualifications

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in preparing technical and engineering drawings. Experience searching out and developing new or greatly modified methods and approaches to accomplish the Civil Engineering function. Experience in coordinating and negotiating with contractors and other personnel regarding engineering and administrative matters. Experience supervising and leading others within the Engineering Occupational Series.

Education

Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.
Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.
Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
