This position is located in the Railroad Retirement Board's Office of General Counsel. The incumbent will be responsible for providing professional legal services for the Railroad Retirement Boad (RRB).
This job announcement may be used to fill one or more vacancies.
This is a non-bargaining unit position.
Duties
As a General Attorney, you will:
Serve as technical authority in at least one specialty area.
Demonstrate interpersonal skills needed to develop and maintain strong relationships with internal customers.
Proactively identify and appropriately pursue solutions to effectively represent the agency's interests in responding to high-priority issues.
Produce communications that are well-organized, clear, and persuasive.
Provide advice tailored to the internal customer and requirements of the agency.
Accurately identify internal customer business objectives and issues when providing legal advice.
Provide appropriate alternative solutions as needed to meet internal customer's strategic business objectives.
Provide legal risk/reward analysis in support of business decisions.
Research and apply laws, regulations, policies as part of the general practice for completing assignments.
Requirements

- Suitable for Federal employment, determined by a background investigation
- May be required to successfully complete a trial period
- J.D. degree and active member of the bar (any U.S. jurisdiction) required
Qualifications
Applicants must possess the following:
Education: Applicants must possess a LL.B., or a J.D. degree
-AND-
Bar Membership: Applicants must be an active member of the bar, duly licensed and authorized to practice law as an attorney under the laws of a U.S. state, territory, Puerto Rico or the District of Columbia (include the month and year of your admission to the bar).
-AND-
Specialized Experience: You must demonstrate that you possess the experience required for the grade level to which you apply.
GS-12 grade level: Specialized experience is defined as one (1) or more years of professional law experience, equivalent to the GS-11 grade level in the federal service, acquired after being admitted to the bar, commensurate with the duties and responsibilities of this position. Qualifying specialized experience involves one (1) year of general professional legal experience, from any area of expertise.
GS-13 grade level: Specialized experience is defined as at least two (2) or more years of professional experience legal experience, at least one (1) of two (2) years equivalent to the GS-12 grade level in federal service; acquired after being admitted to the bar, commensurate with the duties and responsibilities of this position. Examples of this experience include:
1. Responding to information requests that require special attention to sensitive information regarding the FOIA or the Privacy Act.
2. Reviewing and/or drafting responses regarding information requests and issuing final release determinations.
3. Developing case strategies and conducting discovery to provide legal advice and representation in formal and informal settings.
4. Providing legal assistance on various other legal matters, to include the FOIA, the Privacy Act, the Sunshine Act and/or other statutory or regulatory procedures.
GS-14 grade level: Specialized experience is defined as at least three (3) or more years of professional experience legal experience, at least one (1) of three (3) years equivalent to the GS-13 grade level in federal service; acquired after being admitted to the bar, commensurate with the duties and responsibilities of this position. Examples of this experience include:
1. Independently, with little supervisory oversight, responding to highly complex information requests under the FOIA or the Privacy Act.
2. Issuing final release determinations independently, without preliminary instructions.
3. Providing legal advice to top level officials, executives, or other senior levels of management.
4. Utilizing expert legal knowledge to resolve issues to avoid litigation.
5. Conducting trial proceeding with complete responsibility for trial strategy, drafting court documents, and pursuing settlements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Applicants must be a graduate of a school of law school accredited by the American Bar Association and an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. Unofficial transcripts will be accepted. Official transcripts will be required if you are selected for the position.
