You will serve as a Manager for Submarine Sail, Deployed Systems, and Modernization HM&E Engineering Branch at Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV). This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15.

Duties

You will perform technical management of the Submarine Sail, Deployed Systems and Modernization HM and E Branch projects and programs. You will analyze and determine the technical scope of projects; develop and modify execution plans; and ensure quality, accuracy and adequacy of products and services. You will oversee both engineers and technicians traveling to numerous submarine support locations across the country and OCONUS, who inspect and troubleshoot Submarine Sail Systems. You will oversee Radio Frequency Distribution and Control Systems (RFDACS) and other submarine communication systems for life-cycle management and installation of systems. You will perform organizational and administrative management, including tactical and strategic planning, developing resources and capabilities, formulation of budgets, management of funding, and negotiation with sponsors. You will evaluate the effectiveness and adequacy of the branch mission and provide long range planning in connection with projected changes in programs and other external factors. You will develop and maintain an organization, which assures product/process integrity by specifying the requirements and monitoring activity involved. You will ensure the branch's goals are consistent and supportive of organizational goals. You will market branch capabilities to potential sponsors. You will establish and maintain effective contact with internal and external customers/sponsors at all management and technical levels. You will exercise supervisory control and responsibility for the overall operations and personnel of the branch. You will monitor and evaluate performance, establish priorities, goals and objectives, adjust workload, and advise and counsel subordinates. You will resolve complaints, effect disciplinary actions; develop employees; hire, promote, and reward branch personnel; and comply with EEO objectives. You will monitor and guide the work of branch personnel by means of periodic reviews, briefings, reports, or observations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band ND-04 (GS-12 and GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer possessing leadership experience which can include team lead experience, team building experience, mentorship, or development of employees, or management of technical programs or projects. Possess knowledge of mechanical and/or electrical systems, but is not required to have extended understanding of Submarine Communication systems. Possess good communication skills and have an overall understanding of branch head or manager roles, such as administrative and project management duties. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
