This position is located in the National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Climate Program Office (CPO), Climate and Societal Interactions (CSI), with one vacancy in Silver Spring, MD.
This is a term appointment not to exceed 24 months with possible extensions up to a total of 4 years without further competition. Appointment to this position will not convey permanent status in the Federal service.
Duties
As a Social Scientist or Physical Scientist, you will perform the following duties:
Collaborate on interdisciplinary regional and coastal climate research design and implementation for adaptation. Work with regional climate research and natural resources research communities, including line office partners, across physical, biological and social science researchers, on sustainable communities in a changing climate. Lead efforts in stakeholders and practitioners understanding of climate risks at the regional scale. Provide program planning and evaluation on the use of climate adaptation information in decision-making.
Lead meetings to further awareness of research findings, build communities of practice around joint interests, shared lessons, engagement and implementation approaches. Represent climate adaptation research, applications and social outcomes in working groups on coastal and inland adaptation, resilience planning and natural infrastructure, and nature-based investments.
Establish interdisciplinary organizational and community partnerships and grants management. Serve as technical expert to promote transfer of knowledge and products from research to decision making in coastal and inland regions and resources management, including evaluation. Collaborate with interdisciplinary research community of practices focused on resilience-building strategies in partnership with key constituencies. Co-manage a Federal competitive grants research program and co-develop spending plan.
Develop stakeholder and community-based communications to support outreach activities. Draft/author reports, articles and publications important to articulating new knowledge applied to social and environmental challenges. Innovate new methods for modernizing communication, information sharing, and literacy on coastal climate resilience.
These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.
Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify for the 0101 series:
EDUCATION:
A. Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
To qualify for the 1301 series:
EDUCATION:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
-AND-
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Designing or conducting research to analyze or evaluate the impacts of climate change;
Collaborating with research or scientific communities on adaptive or resilience-building strategies; and
Preparing informational content for use in outreach educational activities on climate adaptation and societally beneficial outcomes.
OR
SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate-level education in excess of two years is qualifying for combination of education and experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Planning and coordinating research and engagement activities to analyze, evaluate or translate the impacts of climate change on communities and natural resources;
Communicating and collaborating with research communities on adaptive and resilience planning and strategies;
Developing and disseminating communications and information on issues related to coastal resilience and prioritizing disadvantaged communities; and
Conducting presentations on climate adaptation research, applications and societally beneficial outcomes.
Education
Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
