This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight, Payment Policy and Financial Management Group (PPFMG).
As a Special Assistant, GS-0301-13, you will serve as a Special Assistant conducting special assignments on a wide range of significant management and operating policy issues for the PPFMG Director and Deputy Director.
Duties
Develops or revises materials for short-and long-term projects as assigned, ensuring that logistics are handled
smoothly, identifying bottlenecks, and resolving issues within the scope of authority.
Works independently or as a project leader/member providing support in planning, designing, and implementing Group-level high priority initiatives related to the Affordable Care Act, No Surprises Act, or health insurance operations.
Responds to routine correspondence and Freedom of information (FOIA) requests that concern program documents and records.
Provides managers with guidance regarding the preparation of various administrative and operational materials, and prepares written correspondence on a variety of administrative and operational issues for key officials.

In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Developing or evaluating the effectiveness of existing or new policies or operational plans for potential impacts on program operations related to the Affordable Care Act (ACA) or No Surprises Act, or issues related to health care coverage, administration or access; (2) Developing and monitoring managing to project plans, timelines or other operational documents to implement program priorities; AND (3) Preparing briefings, memos, or reports for executive meetings with constituents at various levels within and outside of the Agency.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
