Duties

This position will allow you to use your expertise in supply management to provide for the timely acquisition, inventory, storage and dispersal of departmental supplies. This position starts at a salary of $61,044.00 (GS-09, Step 1) to $79,357.00 (GS-09, Step 10) with promotion potential to $79,357.00 (GS-9 Step 10). The Supply Management Specialist initiates, develops, implements, and administers supply programs in accordance with Federal Property Management regulations. Duties and responsibilities include: Ascertains usage quantities and specifications from programs; establishes replacement criteria, determines and prepares reports of supplies and equipment requirements; initiates actions leading to procurement, furnishes data and prepares quarterly budget estimates after input from operating officials for all sector programs. Researches and determines source and availability of items to be purchased from various sources; Reviews new supply regulations for applicable changes to present policies and procedures. Implements required changes in consultation with administration, fiscal and technical supervisory personnel. Maintains accurate stock records systems for Service-wide supply and equipment program. Controls storage and maintains contact with officials of transportation firms in order to ensure the timely shipment and receipt of supplies by field units. Coordinates actual shipment of all supplies. Prepares correspondence, various supply procurement and fiscal reports, requisitions, government bills of lading, purchase orders and other purchase documents. Provides technical assistance on supply operations to personnel, as well as direction to personnel who are assigned supply support duties in the various operational units in the sector.

Qualifications

Experience: You qualify for the GS-09 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing a variety of technical property management services such as maintaining inventory records and files. Conducting reviews of purchases and inventories. Participating in management studies. Investigating inventory discrepancies. Compiling information for reports regarding lost, stolen, or damaged property. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education Substitution: You may substitute a Master's degree or 2 full years of graduate education in a qualifying field or a J.D or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of the position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available use 36 semester or 54 quarter hours. Combining Experience and Education: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. (NOTE: only graduate education in excess of the amount required at the next lower grade can be combined to meet this requirement at the GS-9). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/06/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
