You will serve as a SUPERVISORY PROGRAM MANAGER of CTR FOR AVIATION TECHNL TRNG.

Duties

You will Independently plan work to be accomplished by staff in support of programs, projects, and studies. Sets and adjusts short and long-term goals and priorities and prepares schedules for the timely completion of all projects. You will design and conduct management surveys, projects and studies, and provides advisory services of a wide variety of substantive issues with extensive scope and impact throughout a complex organization with interrelated processes and functions. You will ensure that all new aviation-training systems delivered to training activities meet training requirements for supported courses and are logistically supportable before transfer of responsibility from the SYSCOM to the Center. You will employ a wide range of concepts, principles and practices of contractual development / execution in providing technical, fiscal and practical knowledge based legal direction to CNATT's contract support and quality assurance specialist.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Developing overall training program cost analysis and projections using parametric, analogous, engineering estimates, or actual costs from prototypes; 2) Utilizing knowledge in Integrated Product Team functions, contracting, finance, logistics and supply in setting short and long-term goals and preparing schedules for timely completion of projects; 3) Designing and implementing training solutions, including facility design and construction, initial and recurring training curriculum, training aid/device development, utilizing the most cost effective solution for the program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
