You will serve as a PURCHASING AGENT in the Ship Support and Procurement Branch, Policy and Support Division, Contracts Department of SUPSHIP.

Duties

You will purchase a wide range of complex supplies and services on both a competitive and sole source basis with considerable independence. You will solicit quotes using various purchasing methods and procedures pertinent to each source selection environment. You will determine appropriate evaluation criteria using price and other factors (i.e., delivery, past performance and transportation methods) to ensure the requirement meets the Government's needs and delivers the best value. You will evaluate quotes and negotiates to resolve pricing and technical difficulties. You will requests technical evaluations when necessary, monitor technical evaluation processes, analyze technical evaluation reports, and interface with technical activity to obtain detailed technical evaluation reports. You will make source selection decisions to include pricing justifications, and documents decision basis and awards. You will perform more complex purchases including special purpose items made to order and basic technical and professional services. You will make decision on purchase strategy by analyzing a variety of information, such as specifications, historical files, and item characteristics, and by interpreting governing policy and procedures to meet established objectives. You will conduct applicable transactions in accordance with the Government Purchase Card internal operating procedures, its references and the Cardholder desk guides. You will assist the Supervisor in overseeing and documenting the proper execution of Contracting Officer Representative duties and responsibilities. You will assist the Supervisor with requisition reviews and work assignments to other purchasing agents within the division. You will performs close-out function on all Simplified Acquisition files awarded utilizing SPS. You will provide feedback to the Supervisor about customer concerns and the most problematic issues and recommends solutions; and, receives and resolves complaints/problems from customers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-08) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "analyzing, planning, or preparing pre-award and post-award procurement functions (i.e. negotiation, source selections, pricing justifications, etc.) for a purchasing program."
