Duties

Major Duties: Provides leadership and direction to the Project Management branch of Grand Canyon National Park's Planning, Environment & Projects Division; which includes capital improvement and rehabilitation programs for utilities, housing, buildings, roads, trails and historic structures. Plans and administers an annual budget of approximately $2 million in base funds and another $50-$100 million in project funds. Responsible for and provides direct hands on day to day supervision and leadership of the Project Management branch in a harsh 4 season remote environment. Identifies and establishes an effective planning and budgeting program for multi-disciplinary project portfolio. Identifies and implements optimum contract methods to maintain, construct, and preserve utility infrastructure of varying ages. Makes recommendations on professional aspects of contracts for construction, supplies and services. Acts as liaison between the Grand Canyon National Park and representatives of other agencies, partners, and concessionaires on regulatory matters, agreements, and project scoping, planning, and execution. Provides policy guidance and direction on a variety of maintenance program activities, such as safety, roads, trails, buildings and utilities maintenance, contracting and procurement services facility design, etc. Advises the Chief of the Planning, Environment & Projects and their counterparts in other divisions on construction operations, activities, and programs. Establishes and maintains effective communication channels with subordinate employees. Provides direct supervision to subordinate supervisors. Ensures equal opportunity for all employees, selects employees for training, promotions, awards and recognition, and other career development opportunities. Responsible for the on-the-job safety and health of all employees in the Project Management. Manages the FMSS program, or similar program, to consolidate work and programs to track work efficiently and according to NPS directives and policy. May serve as Acting Chief, Planning, Environment & Projects and must be knowledgeable of all park activities and contacts. AREA INFORMATION: This position is stationed at the South Rim of Grand Canyon National Park located in Northwest Arizona, approximately 60 miles north of Williams and 85 miles Northwest of Flagstaff at an elevation of 7,000 feet, or in the park's satellite office in Flagstaff, AZ. Temperatures range from approximately 85 degrees in the summer to 17 degrees in the winter. Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center, a clinic with resident physicians and several restaurants. The park community consists of some 2,000 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Recreational opportunities include hiking, river rafting, fishing, cross-country and downhill skiing, and golfing in nearby communities. Permanent employees obtain housing either through a bid system or by assignment.

Additional Requirements: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. All qualifications must be met by the closing date of this announcement-02/14/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-13 grade level, you must possess at least one of the following basic qualifications AND the specialized experience (described below) by close of the announcement: NOTE: Since this position has a mandatory education requirement; you must submit all copies of your transcripts of college work completed (unofficial copy is acceptable). BASIC QUALIFICATIONS:-General Engineer (0801): Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree in: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) -Landscape Architect (0807): Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree in : landscape architecture or landscape design. Note: Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university is qualifying for GS-7. -OR- Combination of Education and Experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. -Architect (0808): Successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree in: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. -OR- Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1. Related Curriculum or 2. This experience is managing a maintenance program for recreation facilities, military, park service, or other special-purpose installations, including planning maintenance activities and developing preventive maintenance programs; or performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects, directing actual work operations, and maintain appropriate contacts with the organization funding the project..
