Incumbent will be assigned to the Stratton VA Medical Center in Albany, NY. Incumbent acts as the supervisor for the Plumbing Shop under the direction of the Maintenance and Operations Manager. Incumbent supervises WG grade 10 Maintenance Mechanics, WG 8 Maintenance Mechanics as well as a WL 10 work leader.

Duties

The incumbent serves as a supervisor and is responsible for the efficient functioning of the Plumbing Shop within Facilities Management Service. The incumbent must have technical skills consistent with that of a journeyman Maintenance Mechanic Plumber or higher as well as a general knowledge of the other mechanical trades within Facilities Management Service. This shop has the responsibility for the performance of maintenance and updating of the Plumbing and utility systems at the medical center. Incumbent will supervise and be responsible for the day to day operations of the shop, to include work assignment, tracking quality and quantity of work assigned, and timely completion of work. All work done must be completed within VA Central Office, state, local, and federal guidelines. Incumbent must also possess the skills and knowledge for determining work load and scheduling mechanics to complete maintenance and repair tasks and must offer professional advice and leadership in completing complex tasks such as troubleshooting, repairing and maintaining these systems. Incumbent must also be comfortable with computer applications and software programs to expedite and organize the repairs, maintenance and operations of all equipment and systems in his/her area of responsibility. Incumbent is responsible for assigning work orally and through work orders accompanied by building plans, shop sketches or blue prints and ensuring that all work requests are completed in a timely fashion. Incumbent will also be responsible for assuring contracted services under his/her work area are completed in accordance with contracts set forth, and will also be responsible for being the contracting officer technical representative for such projects or contracts in the work area. Incumbent is responsible for ensuring all work assignments are completed in accordance with all applicable codes and standards such as that of the Joint Commission, National Fire Protection Agency, and OSHA. The incumbent is also responsible for scheduling time and leave of the employees after taking workload into consideration. Incumbent also plays a role in the interviewing and hiring of new employees for the Plumbing Shop or other units within Facilities Management. Incumbent also is responsible for recommending promotions, completing evaluations, issuing and recommending disciplinary actions such as reprimands or promotions. Perform other duties as assigned.
