The Motor Vehicle Operator position is located within the Facilities Management Service, Portland, OR, section Projects and Operations, Grounds and Transportation. Incumbent transports patients daily on the main shuttle bus from the Portland Campus to the Vancouver Campus for various medical appointments, transport records and supplies for the Medical Center A Recruitment incentive may be available for a highly qualified candidate.

Duties

Principal Duties and Responsibilities: The Motor Vehicle Operator transports clean and soiled linen between the Portland Campus and Vancouver Campus and operates the patient shuttle between Portland and Vancouver daily. While the incumbent operates trucks that range from single axle the five-tonto tandem axle ten-ton with a GVW rating of 75,000 lbs., the typical load is 45,000 lbs. GVW. Vehicles operated are oversized, both gas and diesel powered, with 9 forward speeds. Incumbent transports patients daily on the main shuttle bus from the Portland Campus to the Vancouver Campus for various medical appointments, transport records and supplies for the Medical Center. The VA Portland Health Care System transports, on average, 47,000 patients per year to their various medical appointments. The individual operates such vehicles as paratransit wheelchair vans, sedans, station wagons, heavy and medium duty trucks, tractor with trailer, and buses. The trucks operated are up to 75,000 pounds in gross weight and 25 to 60 feet in overall length. The buses are rated at 28 adults with 2 mobility aid (wheelchair/power scooter) securement positions. Vehicles operated by this individual may have attachments such as hydraulic lifts and folding ramps. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/07/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Examples include: Assists personnel in the accomplishment of all daily job tasks, scheduling reservations for pool vehicles, confers with customers as to timeframes and accuracy of work, as well as customer satisfaction; Maintaining all scheduling of Fleet Vehicle PM's and Recalls, contacting vendors for scheduling of vehicle repairs. Employing skills in operating large trucks with multiple control systems, dual air-brake systems and gear ratios when operating on steep downhill grades. Backing the vehicles up to loading docks in such areas as mentioned above. Dealing with a contamination spill, using specific aseptic containment procedures and special protective equipment. Exercising knowledge of load distribution and securing of loads and maneuvering large truck/trailer combinations in confined areas that are congested with other vehicle and pedestrian traffic. Obeying local, state, federal and agency regulations regarding vehicle operation. Commercial Driver's License: A current, valid state-issued Commercial Driver's License (CDL) with Passenger Endorsement AND Air Brake Endorsement is required for this position. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: The incumbent is required to lift heavy objects while loading and unloading cargo. The operator assists patients in and out of vehicles, securing mobility aids in preparation for transit. The position requires prolonged periods of driving, sometimes in times of traffic congestion, and the operator must be constantly alert and aware of his/her surroundings. Working conditions for this position are hazardous. The operator must drive on steep terrain during periods of inclement weather. Some of the vehicles operated vibrate and jerk. The operator is subjected to the stress of driving for long periods of time in heavy traffic conditions. The position requires them to be exposed to exhaust fumes and loud noises up to seven hours per day. The operator will also work inside out outside in the elements for periods of time, i.e. rain, snow and ice and extreme heat.
