The Educational Technician position is in the Education Service of the Central Virginia, Health Care System. This position works at the direction of the Deputy Associate Chief of Staff for Education (Deputy ACOS-E)/Designated Learning Officer (DLO). The Education Technician is responsible for coordinating the NEO program, knowledge of local and national guidelines, procedures, practices, and terminology relating to the New Employee Orientation (NEO) program.

Duties

Duties include but are not limited to the following: New Employee Orientation (NEO) Works closely with HRMS and various educational (clinical and administrative) presenters in managing the NEO Program and is responsible for coordinating the educational components of NEO. Serves as an ambassador from Education Service to the new employees and liaison to HRMS for the purpose of providing a quality orientation experience for new employees on an NEO schedule that follows annual pay periods. Monitors the NEO participants and presenters to determine administrative compliance with regulatory requirements. Accomplishes and maintains compliance with HRMS requirements and the Executive Leadership Team (EL T), Joint Commission, Veterans Health Administration (VHA) and local health system policies. Responsible for working closely with local and national NEO contacts, VHA NEO program coordinators, VHA HRMS and the Office of Information Technology (OIT) to ensure all federally regulated documentation is processed in a timely manner and meets VA requirements. Identifies and conducts special project needs, which generally involves fact-finding, problem resolution and development and implementation of new or reviewed policies and program changes .Reviews all policy memoranda and correspondence, recommending action when policies or procedures are modified. Extracts and assembles information, conducts analyses and develops monthly data for processing of new employees. Fiscal Budget and Fund Control Point Duties Gathers and analyzes budget issues and assists Education Service staff in all phases of budgeting within administrative requirements and manages Education Service fund control points (FCPs). Develops and maintains data on available resources and recommends expenditures based on needs, distribution, or redistribution of these resources. Records Liaison for Education and Learning Services Responsible for: monitoring creation, storage, and disposition of records within the department .Responsible for evaluating and maintaining an inventory and file plan of records within assigned areas on an on-going basis to ensure they are always current and up-to-date and submitting them to the Facility Records Manager upon request. Strategic Planning and Policy Development Organizes meetings of and works with the HRMS to oversee, analyze, and develop NEO programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below :****NOTE: WORK PERFORMED MUST BE WELL DOCUMENTED AND DETAILED IN RESUME TO QUALIFY FOR THE POSITION.**** Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating the educational components of New Employee Orientation (NEO); Originates, prepares, executes, and manages program-specific components such as memorandums, schedules, attendance logs and all relevant files pertaining to NEO; Experience with scheduling of presenters and evaluation of the NEO Program; Experience gathering and analyzing budget issues in all phases of budgeting; Experience with Fund Control Points (FCP); Experience with annual budget, travel, tuition, supplies, subscriptions, equipment and other expenses; Develops weekly, monthly and quarterly cost ceilings; Knowledge of an extensive body of rules, concepts, techniques, procedures, and operations of training programs; identify problems from collected data, and select solutions from alternatives in guidelines;?Organizes meetings of and works with the Human Resources Management Service (HRMS) to oversee, analyze and develop NEO programs;?Administers program plans and projects associated with NEO; Performs duties promoting, coordinating, and improving NEO policies, programs, standards, activities and opportunities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and lifting of equipment weighing less than 40 pounds. No special physical demands are required to perform the work. Workload and demands require a diversity of mental skills, as well as regular attendance.
