You will serve as a PROGRAM ANALYST in the OPERATIONS MANAGEMENT DEPARTMENT/ NWS PROGRAM MANAGEMENT DIVISION of SWFLANT KINGS BAY.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
Duties
You will serve as the Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR) on significant projects.
You will serve as a project/program manager on novel, complex and unique management and operations assignments.
You will provide managements support services in the areas of programs cost analysis, annual/multi -year and long-range fiscal planning, and development of annual work-plans for organizations whose operations are interrelated and unstable.
You will design and conduct management studies and research projects and provide advisory services on a wide variety of substantive issues.
You will analyze contractor proposals to determine reasonableness, applicability, and comprehensiveness of cost and develops data for use in pricing trends analysis.
You will support development and implementation of plans and schedules for the maintenance and promulgation of SWFLANT logistics support plans and long-range, medium-range, and short-range program requirements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing expertise in analytical concepts, principles, and practices related to transit protection or nuclear weapons security to identify operational vulnerabilities to ensure contract deadlines are met efficiently.
