DUTY LOCATION: G3, Hartford, CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
Duties
JOB SUMMARY: The primary purpose of this position is to plan, administer, synchronize, resource, and manage the state's overall Training programs to meet Army strategic requirements to defend the homeland, deter forward, swiftly defeat the efforts and win decisively, and support the worldwide Global War on Terrorism.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to:
State proponent and subject matter expert in Army training management principles.
Manages training resources.
Performs studies and analyses of G-3/5/7 program funding, budget and financial management procedures.
Manages and provides information to the Distributed Learning position concerning Army Distributive Learning systems including development, and use of Distributive Training Technology Program (DTTP) Classrooms and other distance learning programs.
Supervises the work of four or more subordinates and makes assignments based on priorities, difficulty, requirements of the assignment, and the capabilities of the individual employees.
Requirements

- Must be able to obtain and maintain a secret security clearance.
Qualifications
GENERAL EXPERIENCE: All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the appropriate length of specialized experience in the following:
REQUIRES 12 MONTHS:
Experience equivalent to at least GS-11; and at least three full academic years of progressively higher-level college program completed course accomplishments.
Experience in particular knowledge, skills, abilities and behaviors to successfully perform the duties of the position.
ADDITIONALLY, THIS POSITION REQUIRES 24 MONTHS:
Experience which equipped the applicant with the particular competencies (Skills, Knowledge, Abilities and Behaviors) to successfully perform the duties of the position.

Experience in managing programs to include, but not limited to developmental education, voluntary education, advanced academic education, promotion testing, and libraries.
Experience demonstrating knowledge in conducting audio-visual presentations, educational tests and measurements, and instructing techniques.
Experience demonstrating a working knowledge of the Army education and training programs in regard to their principles, policies, and procedures.
Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products.
Experience demonstrating effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures.
Experience in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts.
Experience demonstrating the ability to be an effective communicator.
Experience in presenting professional courses and briefings; and proficient capabilities in writing reports and records.
Experience as a participant and presenter during training and military or civilian conference events.
Experience in organizing and preparing instructional materials.
Experience applying formal training objectives.
Experience demonstrating the ability to develop course syllabi, training project outlines, and daily and weekly lesson plans.
Experience in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline.
Experience in the art of instructing personnel, such as determining the instructional methods for class size and subject matter.
Experience instructing students by lectures, discussions, demonstrations, group activities, and laboratory work.
Experience in subject principles and applications to students using audiovisual aids such as, mockups, graphs, training films, and film strips.
Experience in completing student progress evaluations and using training aids such as, achievement and aptitude tests and rating scales.
Experience in identifying and conducting individual learning difficulties diagnoses and recommending courses of remedial instruction.
Experience understanding and applying basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment.
Experience in maintaining attendance records and requisitioning supplies.
Experience in managing and supervising work functions and discipline requirements.
Experience in conducting employee performance evaluations; mentoring junior officers and enlisted employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations.
Experience in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements.
Experience including Information Protection program training and guiding employees on programs and through assigned tasks.
Experience involving balancing Information Protection program requirements and providing advice, guidance, and direction on a wide variety of the program's policies and employee performance administrative issues.
Experience in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes.
Experience creating improvements in mentoring, training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies.
Experience or endorsements on mentorship competencies provided to employees.
Experience demonstrating a working knowledge of equal employment and affirmative action programs.
KNOWLEDGE, SKILLS AND ABILITIES:
Skill in collecting and analyzing data effectively, efficiently, and accurately.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Higher Education Degrees (Graduate/PhD) are allowed as substitutions for specialized experiences in the three career disciplines of Series GS-1712, Education and Training, as applicable, in order to fully perform the duties of the position.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
You must provide transcripts or other documentation to support your educational claims. To receive credit for education, you must provide documentation of proof that you meet the education requirements for this position.
