THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (MILITARY), Position Description Number D1115555 and is part of the HI 298 RTI, National Guard. LOCATION: Recruiting and Retention Battalion, Hawaii Army National Guard, Kapolei, Hawaii

Duties

SUMMARY OF DUTIES: The purpose of this position is to provide support to the ARNG Supervisory Human Resources Specialist (Military), otherwise known as the Recruiting and Retention Manager (RRM), in the administrative and program operations of the recruiting and retention function. Participates in developing procedures and the administrative operations of the recruiting and retention program. Participates in the development of written guidelines pertaining to the recruiting and retention program such as local regulations, supplements to Department of Army (DA) or National Guard Bureau (NGB) regulations, circulars, and standard operating procedures (SOPs). Submits proposed budget request to the RRM for review and approval. Budget requests include but are not limited to the following: general supplies, services (advertising, lease/rental of vehicles, etc.), man-day usage (determines need for Active Duty Special Work requirements), travel requirements, etc. Works with units to determine effectiveness of the recruiting and retention program and identifies trends and suggests corrective measures. As required, the incumbent is assigned to portions of recruiting campaigns and fairs to assist in planning displays, open houses, etc. Performs other duties as assigned. Qualifications

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. May occasionally be required to work other than normal duty hours; overtime may be required. 5. The duties and responsibilities of your job may significantly impact the environment. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. Final selection will be based upon qualifications, suitability, and available manpower resources. g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. h. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. This temporary limited appointment may be converted to a non-temporary appointment without further competition. j. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system. k. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected. l. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be affected at any time without adverse action procedures. m. Temporary promotion may be extended for an additional two years, not-to-exceed four years, with National Guard Bureau approval. n. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition. o. Qualified candidates in the second recruitment area will be referred if there are no qualified applicants in the first recruitment area. p. Candidates above the grade of E-8must include in their application the willingness to take a voluntary downgrade in order to be considered. q. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
