This position serves as a Lead Diagnostic Radiology Technologist, PACS/ Imaging Coordinator/ ADPAC at VA Butler Healthcare. In this role, S/he will have the overall responsibility for the coordination and performance of the general radiology section. The incumbent works closely with the technologists, clinicians, and clerical staff to assure optimum quality control, efficient coordination of activities, high quality diagnostic exams, and patient and provider satisfaction.

The Incumbent serves as the Automated Data Processing Application Coordinator (ADPAC) and Picture Archiving Communications System (PACS) Manager 30% of the time. Is responsible for the day- to -day operations of the PACS Isite and DocManager/Vista Capture (digital imaging) to facilitate optimal system performance and to ensure that medical image retrieval and storage is accurate and reliable, timely, and conducted in compliance with the policies and regulatory requirements. The following summary is a summary of the duties included in this role:
Provides expertise specific to imaging equipment and image acquisition, display, and transmission
Daily operations of all PACS equipment and document scanning within the department including workflow, archiving, auto rotating, and all other activities. Performs setup, inactivation, account reset as appropriate for user accounts.
Performs regular monitoring to ensure that scanning is well maintained and meets operational needs
Ensures accurate and timely transmissions of documents, images, and data to appropriate destinations.
Ensures all tasks are performed to optimize operations of PACS and DocManager/VISTA Capture and fix problems.
DICOM and HL7 planning, implementation and troubleshooting, monitoring system performance and continually assessing performance and capacity.
Tests and installs new software packages and/or updates. Identifies and mitigates potential negative impacts on users, workflows, and existing systems as new hardware interfaces, and upgrades are considered.
Coordinates various aspect of digital imaging, including image transfer from DICOM imaging modalities, storage of clinical data in a secure environment, and distribution and display of both clinical image and corresponding diagnostic information.
Performs all duties of a Diagnostic Imaging Services ADPAC, including user access control.
Research and/or analyze problems, issues or program requirements supporting the functions of a digital system.
Responsible for generating the incomplete exam report daily and advising the appropriate personnel of any exams that cannot be corrected by the ADPAC. Incumbent imports imaging reports and images from the outside facilities into the VISTA Radiology Packages.
Provides first line technical support for image transmission or delay errors related to modalities, VISTA Interface, and display workstations. Instructs users in proper operation or work around options.
Performs daily analysis of all imaging exams, ensuring proper transmission of exams, completions of imaging reports, and completion of imaging exams'
Incumbent is responsible for ensuring all imaging service exams are properly created through radiology package to ensure proper capture of workload, ensuring reimbursement when applicable.
The incumbent is in continual support and is dedicated to planning, developing, installation, and operation of PACS and Isite. The incumbent will serve as the liaison for clinical users to ensure the PACS system is configured to optimize imaging and clinical operations as well as distribution capabilities.
Coordinates all activities associated with VISTA downtime events. Ensure staff is aware and trained in the radiology downtime contingency plan.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable. Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.

English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Creditable Experience
Specialized Assignments. Specialized areas of radiologic technology include general diagnostic radiologic technology (R), bone densitometry (BD), mammography (M), diagnostic ultrasound (S), computed tomography (CT), magnetic resonance imaging (MR), interventional radiologic technology (IR), quality management (QM), [picture archival communication system (PACS) technologist, MRI safety officer (MRSO), imaging administrator, clinical program director, and clinical instructor.
General Radiologic Technology (R). DRTs perform procedures and examinations in hospitals or clinics under the direction of radiologists and other medical officers. The objective of the examinations and procedures is to produce radiographic studies that are used in medical diagnosis and interpreted by medical officers to locate injuries, foreign bodies, pathological conditions, or lesions within the body. They prepare and administer contrast media and medications in accordance with State and Federal regulations. All DRTs must be knowledgeable in computerized [and digital radiography (CR/DR),] and picture archiving and communications systems (PACS)
Picture Archival Communication System (PACS) Technologist. Technologists working in this special assignment use their knowledge of radiology workflow and processes in conjunction with a specialized technical skillset to support and troubleshoot image processing, display, and storage systems. The PACS technologist also provides oversight and support of PACS display workstations, interfaces, secondary applications, speech recognition and other hardware that is critical to departmental efficiency and throughput.
Grade Determinations:
Diagnostic Radiologic Technologist, GS-9
Experience. At least one year of experience equivalent to the next lower grade level of (GS-8), directly related to the position being filled that demonstrates the clinical competencies described at that level, which include: Ability to check systems for operation and assess acceptable performance based on established guidelines, knowledge of calibration parameters and the ability to make adjustments as needed, knowledge of patient's clinical record, diagnosis, and laboratory results, ability to monitor patient's physiologic changes during the procedure and keep the radiologist informed, skill in using tact, diplomacy, and courtesy in dealings with the customer base, patients, staff, family, visitors, volunteers, knowledge of anatomy and physiology, and cross-sectional anatomy, recognizing unusual images, and determining proper positioning to best demonstrate areas of interest.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:
Lead Diagnostic Radiologic Technologist. Functions as a lead DRT for a group of DRTs at the full performance level and below, providing input on performance, resolving daily workplace issues, and maintaining efficient workflow. Provides a full range of general radiologic imaging exams, has a general knowledge of the different modalities within the diagnostic radiologic area, and is accountable to the next higher-level supervisor.
The candidate must demonstrate all of the following technical KSAs:
i. Ability to provide technical oversight and assign personnel and tasks to be accomplished in a manner that assures completion of the workload utilizing the personnel to the greatest advantage thus providing the optimal level of patient care within the workday.
ii. Ability to plan, direct, and distribute work assignments to DRTs at lower grade levels.
iii. Skill in instructing and training DRTs on newly acquired equipment.
iv. Ability to plan and project staffing needs.
v. Skill to independently perform general and specialized diagnostic radiologic procedures in advanced levels of complex treatment situations.
