This position is located within the VA Greater Los Angeles Healthcare System's Bakersfield Community Based Outpatient Clinic (CBOC). The primary purpose of the Administrative Support Assistant position is to help direct and perform administrative functions in support of the Site Manager. The position performs a variety of clerical, administrative support, and technical duties/responsibilities to assist Bakersfield CBOC management personnel meet office administrative requirements.
Duties
Duties include, but are not limited to:
Perform work related to the acquisition and/or development of program information and resource materials/personnel to support the activities at the assigned CBOC.
Perform research functions, including file or database searches, and research various publications to extract, summarize, and compile information required for the activities for the respective site.
Responsible for arranging, composing, and handling correspondence for meetings for the assigned Section, and maintain meeting minutes as needed.
Review administrative program guidance, policies, and procedures from higher authorities to determine effect on assigned mission.
Receive visitors and incoming calls, respond to requests for information.
Serve as an Automated Data Processing Application Coordinator (ADPAC), Talent Management System (TMS) Coordinator, Parking Lot Card manager, and Personal Identity Verification (PIV) Sponsor to assist with the overall coordination of all computer information needs for the assigned site's employees.
Utilize office software such as Microsoft Word, Excel, PowerPoint, and Teams to develop items such as: charts, graphs, tables, and narrative documents.
Enter and update the automated time and attendance system for assigned personnel ensuring proper timekeeping practices.
Review and/or draft revisions of regulations and/or policy on administrative matters and disseminate information concerning policies, plans, procedures, methods, and actions of an administrative nature.
Perform rounds with the Environment of Care (EOC) team and track deficiencies/resolutions in the automated system.
Review records according to the Joint Commission Standards on standard operating procedures, policies, and regulations as they pertain to patient and employee safety around the facilities.
Prepare procurement requests, evaluating proposals for work, and maintaining procurement and contracting records.
Prepare and review purchase order for supplies and non-expendable property.
Perform Equipment Inventory Listing audits, assisting in processing work orders for equipment acquisition and/or retirement.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to perform a variety of clerical, administrative, and technical duties/responsibilities; skilled in a variety of computer programs, databases, and internet/intranet platforms needed for tracking and reporting purposes; and effective written and oral communication.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work. During Environment of Care rounds, the Administrative Support Assistant will be required to walk throughout the Ambulatory Care Center, which includes stairs.
