As an Energy Specialist you will serve as an energy subject matter expert to assist with maximizing energy efficiency in support of NCR's ESPC Program. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Washington D.C. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Develops, recommends, and makes determinations of solutions to the most complex energy and operational problems. Analyzes and evaluates a variety of concepts, methods, and technologies to implement future energy and water efficiency projects in federal facilities. Serves as the energy subject matter expert to ensure compliance with the Executive Order (E.O.) and policies (e.g., E.O. 14057 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability), Energy Policy Act of 2005 (EPACT 2005), Energy Independence and Security Act of 2007 (EISA 2007), Energy Act of 2020, Federal Building Performance Standard and the 2020 Guiding Principles for Sustainable Federal Buildings). Interprets policies, regulations, and codes, and provides information to the project team members across all PBS business lines. Provides guidance, training, and consultation for resolving compliance issues. Leads initiatives and performs energy analysis for all phases of ESPC projects, including development, implementation, administration, and close-out activities. Participates in and documents evaluations and inspections for developing improved operation, maintenance/repair, modernization and alterations of buildings, to include related mechanical and electrical systems and equipment for the purpose of improving energy efficiency. Provides information to the field for improved building operation, maintenance and repair, and modernization procedures for increased realization of energy and water savings. Examines and performs on-going reviews of designs to confirm maximized energy efficiency. Design reviews include constructability, cost control/analysis, and adherence to sound engineering principals. Advises and provides consultation to project and program managers of methods and procedures to be used on complex building issues.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-13 salary range starts at $117,962 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience in identifying solutions, based on industry standards, to address complex energy related problems and achieve energy conservation goals. This experience should include: analyzing the energy impacts of alternative building systems considered during the design, construction, and maintenance phases of the building life-cycle; reviewing project designs for compliance with applicable energy and sustainability requirements and standards; evaluating existing building operations to address high energy and water use; and evaluating and selecting energy conservation technologies for addition to existing buildings.
