This position is located within the Edward Hines Jr. VA Hospital Pharmacy. The GS-10 Pharmacy Technician Supervisor is responsible for the supervision of all Pharmacy non-pharmacist technical staff, clinical pharmacy technicians, technician coordinators and volunteers. The incumbent operates on a broad delegation of authority with independence of judgment and action.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws The GS-10 Pharmacy Technician Supervisor at this level will supervise at least three GS-9 pharmacy technicians at the medical center or supervise pharmacy technicians in complex programs that service multiple VA Healthcare Systems or VISNs, requiring insight to processes and procedures that are unique to each facility or VISN. Duties Include but are not limited to: 1. Utilizes and displays tenants of High Reliability Leadership to encourage collaboration amongst pharmacy technicians throughout the service line, utilizing huddles to encourage process improvement and lean management concepts to maximize resource utilization within the organization. 2. Develop the work schedule, plan and grant leave and rotate duties of the pharmacy technician staff. Assures that personnel are scheduled in such a way as to provide consistency of coverage and to accommodate planned leave and promote employee morale, is responsible for tracking and submitting pharmacy technicians time biweekly. 3. Effectively manages clinical pharmacy and/or program management technician staff to assure workflow is optimized within assigned service area. 4. Continuously analyzes and reassesses priorities, redirecting staff across the service line to assure that workload demands are accomplished in the most effective, efficient, and economic manner possible. 5. Oversee specialty areas as required and assigned. 6. Engage in development and/or implementation in best practices for clinical technician support of complex operational pharmacy technician programs or clinical pharmacy services. 7. Assist with the development of performance standards that are realistic, challenging, and supporting the organizational mission, vision, and goals. Responsible for ensuring all employees meet performance standards and competencies. Identify areas for improvement as needed. 8. Serves and collaborates on facility workgroups and committees to maximize utilization of pharmacy technician responsibility and input to process changes. 9. Serves as a member of VISN teams to enhance pharmacy technician roles and/or lead a VISN team for program expansion, VISN standardization or technology implementation. 10. Leads implementation of new programs and standards for pharmacy technicians of all practice areas. 11. Develop justification for new position requests for review by the Chief of Pharmacy and facility resource management board. 12. Assists the Chief of Pharmacy and/or pharmacy supervisor in interviewing and selecting new employees and candidates for promotion and/or reassignment. Ensure compliance with Human Resource Speed of Hire requirements. 13. Make recommendations and complete required documentation for employees for performance awards and other forms of recognition. 14. Review on annual basis each subordinate's competencies and complete performance evaluations for subordinates. Ensure any deficiencies are properly noted and training/re-training is scheduled in a timely manner 15. Utilizes Just Culture concepts to recommend counseling and disciplinary action based upon conduct under the supervision of the Chief of Pharmacy Supervisor with guidance from Employee Labor Relations; will serve as a proposing official for disciplinary action. 16. Collaborate with union partners to maintain a constructive and collaborative work environment in accordance with OPM and Master Agreement guidelines. 17. Conduct technician meetings to assure proper updates of departmental and hospital communications. 18. Assist in the development of policies and procedures and participate in departmental goal planning and quality improvement activities. 19. Will perform any duties of a pharmacy technician when the needs of the service require. Work Schedule: M-F 07:00-15:30 Telework: Not eligible Virtual: This is not a virtual position. (1) None required.(2) For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).OR(2) National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT). English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-10 Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the lower grade level. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT. OR NHA as a ExCPT. Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated: (a) Ability to analyze data for performance improvement projects, workload analysis and statistical reports. (b) Ability to prepare for and maintain special accreditations, inspections and reviews (e.g., The Joint Commission, Office of Inspector General, American Society of Health System Pharmacists, controlled substances inspections). (c) Ability to solve problems and implement corrective actions to maximize outcomes in their program area. ASSIGNMENTS: Supervisory Pharmacy Technician. Supervisory pharmacy technicians serve as supervisors in programs that service multiple VA Healthcare Systems or VISNs, requiring insight to processes and procedures that are unique to each facility or VISN. Supervisory pharmacy technicians perform the full range of administrative management and supervisory duties including assigning work; completing performance evaluations; recommending appointment, awards, advancement and disciplinary actions; and identifying continuing education and training needs. Supervisory pharmacy technicians supervise other pharmacy technicians and/or other appropriate personnel in a VISN, region, Clinical Resource HUB or at a national level. Supervisory pharmacy technicians maintain effective relations with VA Healthcare Systems they serve as well as other VISN/regional/national program offices to accomplish program goals. Supervisory pharmacy technicians develop policies and procedures, manage document control and develop performance standards, position descriptions and functional statements. Additional Knowledge, Skills and Abilities (KSAs). (A) Skill in managing multiple, diverse programs. (B) Ability to contribute planning, execution and evaluation of program goals, objectives and priorities to resolve service issues. (C) Ability to perform the full range of supervisory duties, which includes responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements and disciplinary actions. Preferred Experience: Previous Leadership and lead inpatient experience preferred.
