The primary purpose of the position is to be the frontline supervisor for the Central Utility Plant managing the day-to-day activities. The incumbent is to performs technical/administrative work involving managing, administering, performing, and operating services and programs related to the operation and safety of the Central Utility Plant within the Operations and Maintenance Section (O&M) of Facilities Management Service (FMS) at the VA Sierra Nevada Health Care System.
Duties
DUTIES INCLUDE BUT NOT LIMITED TO:
Plans and directs the Central Utility Plant programs by serving as a technical and
administrative supervisor over the sections, exercising full supervisory responsibility
over work operations involving the maintenance, repair, modification, and renovation of
various building components.
He/she must be able to operate and repair such auxiliary equipment as economizers, soot blowers, burners, feedwater pumps, deairating equipment, fuel pumps, and related piping.
Incumbent will be responsible for reviewing scopes of work and contractor performance to ensure that work done
conforms to the contract drawings and specifications.
Incumbent calculates efficiencies on the boilers and chiller in operation
Operation and repair of all equipment relevant to the operation of boilers
The incumbent's duties consist of all minor and most major repairs preventative maintenance as well as all routine safety checks on all equipment located in both the Boiler and Air Conditioning Plants.
The incumbent is responsible for maintaining service manuals, files, technical data files, equipment PM and repair history files, training files for subordinates, and quality assurance files.
The incumbent acts as a technical advisor, subject matter expert, regarding the operation, effectiveness, maintainability, serviceability, and utilities, space, and environmental requirements of equipment, including their interrelationships with other
equipment and the physical plant.

Physical Requirements: There can be a great deal of physical effort involved with this position as the equipment is large and must be maneuvered into and out of specific locations while dismantling and reassembling. The incumbent frequently carries and sets up parts and equipment that could weight up to 100 pounds. He/she makes repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places, therefore, stooping, bending, and kneeling maybe required for long periods of time. He/she needs to be familiar with lifting dynamics and heavy object handling and must pass an annual physical for plant operators
Working Conditions: Most of the work is done inside, but the incumbent is frequently subject to sudden temperature changes when working on equipment. Occasionally subject to cuts, electrical shocks, abnormal heat, hazard of boiler burst, steam blowbacks, scalding water burns, toxic amounts of gas and hazardous/toxic chemicals that can be harmful to skin and clothing.
