This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Duties

The primary purpose of this position is: as an Air Reserve Technician (ART) to serve as chief of the combined Quality Assurance inspection shop. The incumbent has the full range of technical and administrative responsibilities over ART, civilians, and traditional reservists assigned trades and labor inspection work in that function. Maintenance units are combined at the production level for a single purpose to maintain, repair, and launch aircraft as one force, in addition to providing technical direction and oversight to all employees. Position functions as the primary supervisor. DUTIES: 1. Performs work planning responsibilities. 2. Performs work direction responsibilities. 3. Performs administration responsibilities. 4. Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the Ability To Lead Or Supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of aircraft repair, modification, and inspection. 2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and EEO/EET. Knowledge of safety regulations, practices, and procedures. 3. Knowledge and skill in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment. Knowledge and ability in troubleshooting, inspecting, and/or tracing hard to-locate defects or problems. 4. Ability to read and interpret blueprints, diagram;, sketches, and technical specifications. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Ability to communicate effectively, both orally and in writing. 5. Knowledge of assigned weapon systems including airframes, aircraft systems, and the interrelationships among systems and aircraft power plants, needed to make various operational checks and verify established performance limits. 6. Ability to perform a variety of inspections to include in-process inspections, preflight/basic post flight, thru­ flight, and home station checks. Other significant facts: 1. This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. 3. The work may require the employee to drive a motor vehicle, such as a tug, light truck, or passenger vehicle. An appropriate, valid driver's license may be required for the position. 4. Work is performed both inside and outside where employee may be exposed to all types of weather conditions. There may be danger of falls from wings, fuselages, and work stands. 5. This is a testing designated position (TDP). The employee is subject to random drug testing. FUNCTIONAL REQUIREMENTS Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing is 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (without aid). ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
