This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - ACQ/PEO CYBER DIRECTORATE.

Duties

Responsible for developing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data Developing systems security contingency plans and disaster recovery procedures; developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures Serve as Work Group Leader for both contractor and civilian employees in the agency. The incumbent will provide advice and assistance in the areas of security architecture, systems auditing, security tools, and all areas related to INFORMATION SECURITY. As assigned, incumbent evaluate Government of the shelf (GOTS), commercial of the self (COTS), and/or in-house developed vendor products to ensure the system's operations are secure. Assist in defining mitigating controls and support efforts to document, test, and accept system design changes that might impact a site's security posture. Participate in the development and implementation of security solutions for customers to resolve security problems. Prepares and presents formal and informal briefings to chain-of-command management on assigned projects and to other organizations as part of the review process (e.g. in-briefs and out-briefs). Keeps abreast of the broad field of computer technology and Information Assurance through periodicals, books, participation in conferences, symposiums and work with authorities in the fields.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This position is required to obtain and maintain a TOP SECRET/SCI security clearance.
  • Information Assurance Certification is required.
  • OGE 450 Financial Disclosure
  • The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position.
  • The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. Customer Service- experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. AND Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: As an IT Cybersecurity Specialist (INFOSEC), Qualifying Experience that demonstrated experience in representing the IT program at senior and executive levels with government and contractor organizations; providing technical advice and guidance to senior leadership on appropriate application of technology to meet current and future mission requirements; advising on maturity and viability of emerging IT solutions to include recommendations; development and implementation of IT capabilities and policy; performs oversight roles within the planning implementing, monitoring, and assessing programs; applies project management techniques and analytical processes to the planning, design, and implementation of new and improved systems; and reviews application of IT solutions including technological cost estimates. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experienceat the GG-14 grade level.
