This position is located in the (DHHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight(CCIIO), Marketplace Innovation and Technology Group (MITG) . As a IT Specialist (Sys/Analysis), GS-2210-13, you will perform duties and responsibilities that involve a wide variety of tasks related to monitoring and analysis of the CMS information technology (IT), to assure operational conformance and compliance for the CMS enterprise environment.

Duties

Plans, coordinates and performs systems design and development of major Information Technology (IT) functional areas. Analyzes the validation of Information Technology (IT) needs and requirements, including data, access needs and security, to design and develop appropriate system designs, access methods and information security controls. Plans, schedules, estimates, and monitors project progress and associated development and operational costs using project management and resource estimating techniques. Develops proposals to translate management objectives/directives into advanced Information Technology (IT) application systems and reviews a variety of short, intermediate and long-range studies and/or projects.

BASIC REQUIREMENT: You must have IT-related experience, at the GS-12 grade level in the federal government, demonstrating each of the four competencies listed: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. ANDI n order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Developing oversight strategies of Information Technology (IT) systems; and (2) Managing Information Technology (IT) project planning by ensuring deliverables are met; and (3) Analyzing research or data to propose improvements to Information Technology (IT) systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
