You will serve as a CONTRACT SPECIALIST in the NAVAL FACILITIES ENGINEERING COMMAND NAVAL FAC ENGINEERING CMD WASH. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will advise requestors on the use of cost and fixed-price contracting during pre-solicitation of contracts. You will input contract documents into an automated procurement or financial management systems. You will interpret technical legal and audit decisions to assess the impact of procurement and contract performance. You will conduct price and cost analysis to determine reasonableness of price to make recommendations for the award.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Performing the full range of pre and post award contractual actions required in the procurement of services,construction, architect/engineering services, or facility support services, utilizing sealed bid, negotiation, and small purchase negotiation procedures; 2) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures; 3) Reviewing procurement requests to assure clarity, adequacy, and completeness; 4) Serving as contractual authority on the acceptability and applicability of contractual matters on contract actions, and provides advice, training, guidance, and interpretation to the team on procurement regulations, policies, and procedures; and 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing,final evaluation, and closeout. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Have a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000.
OR
Current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000.
OR
I am in the Contingency Contracting Force.
