This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Employees will become DoD employees upon transfer to the DHA.

Duties

Provide research oversight of Soldier and Family Studies with focus on individual, group, and environmental variables affecting the physical, mental, and social health of soldiers and their families. Serve as principal investigator on scientific protocols in the field of psychology, or related field. Develop research programs focused on soldier combat readiness and/or military family functioning. Provide advice to commanders and senior Army leaders regarding soldier readiness/family functioning and recommendations for reducing operational stress and maximizing soldier motivation and performance. Direct and manage the activities of a blended workforce to ensure tasks are completed on time and to standard to include ensuring staff members’ work is published in scientific literature. Assist the Branch Chief with administration and budget-related tasks of the Research Transition Office. Lead in carrying out all functions of the Research Transition Office in the Branch Chief’s absence. Conduct scientific quantitative and qualitative evaluations to transition psychological and brain health products to stakeholders. Formulate budgets to appropriately fund scientific projects with consideration for direct costs to include manpower and travel. Provide documentation to develop manpower and support cost budget requirements. Develop and conduct training programs focused on psychological resilience.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is an Army Acquisition Workforce (AAW) position. Selectees must meet the position requirements for Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Temporary Duty (TDY) or business travel may be required up to 25% of the time.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.

You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. BASIC REQUIREMENT FOR RESEARCH PSYCHOLOGIST: Degree: Bachelor's degree (or higher degree) with a major or equivalent in psychology. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: MINIMUM QUALIFICATIONS: Specialized Experience: One year of specialized experience which includes: (1) Experience directing research programs that study operational and stress issues such as deployment stress; (2) Experience collecting and analyzing research data that affect psychological health; AND (3) Experience managing operational budget used to develop manpower and support cost budget requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03/GS-14).
