About the Position: Serves as Supervisory Contract Specialist, within the Army Contracting Command - National Ground Intelligence Center. Responsible for the acquisition planning, contract solicitation, proposal evaluation, contract negotiation, contract award and contract administration for major defense acquisition programs. #ACC-DTA

Duties

Performs contract management functions in accordance with Federal Acquisition Regulations and contractual agreements. Provides guidance and advice to subordinates. Ensures that socioeconomic goals are considered and that all contracts are researched for Small Business and Small Disadvantaged Business sole restriction before soliciting on an unrestricted basis. Negotiates objectives, participates actively in negotiation procedures, chairs, and/or participates in negotiation conferences with senior government officials and industry corporate officers. Serves as Contracting Officer with unlimited procurement authority and oversees pre-award and post-award contracting functions. Makes recommendations and decisions related to program planning and evaluation of long-range acquisition projects. Conducts continuing review of in-process and completed work for the accomplishment of objectives and engages in quality reviews of individual work products. Provides objectives and goals, assigns work and responsibilities to subordinates. Provides technical oversight, develops performance plans, and evaluates employees' performance. Identifies developmental and training needs of employees; provide and/or arranges for needed development and training. Interacts with industry and higher echelon government agencies on assigned acquisitions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment (Drug Test) screening, and random testing thereafter.
  • This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • The duties of this position require occasional temporary duty (TDY) travel, which could be up to 10% of the time.
