The primary purpose of this position is to serve as a facility space planning professional at an Air Force (AF) installation responsible for managing activities related to human as well as physical aspects of facility planning, to include utilization, optimization, and project planning/programming in support of an installation.
Duties
Develops and maintains the installation Facility Space Optimization Plan (FSOP) and other facility space studies used as the basis for facility space optimization, and investment decisions.
Implements and manages the installation's facility space planning and optimization program by leading the Customer Authorizations (CA) and Facility Space Planning capabilities, and supporting the management of accurate customer allocations.
Leads the facility space planning function in optimizing the installation facility footprint in support of AF mission and strategic objectives.
Integrates and analyzes data elements to ensure effective planning and optimization of installation facility assets.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Community Planning Series 0020, General Engineering Series 0801, Architecture Series 0808, Group Coverage Qualification Standard for Professional and Scientific Positions.
BASIC REQUIREMENT GS-0020-12
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
BASIC REQUIREMENT GS-0801-12
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
BASIC REQUIREMENT GS-0808-12
Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the techniques and philosophy of facility space planning to include optimization concepts and techniques, policy, and major command requirements, necessary to develop and implement a Facility Space Optimization Plan; knowledge of programs policies and goals to optimize the use, repair, and maintenance of the installation's facilities; knowledge of surveying and data gathering processes to identify customer allocation and utilization; knowledge of installation operations to identify planning project requirements, and complete complex projects which can involve problems of considerable scope.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of engineering/planning concepts, principles, practices, standards, methods, and techniques to effectively apply theories, principles, and concepts to installation facility space management, planning, and optimization programs.
2. Knowledge to gather and analyze facts, draw conclusions, and devise solutions to complex facility space planning problems that require interpretation or extension of policy guides and substantial modification of techniques and procedures.
3. Experience leveraging Air Force Information Technology (IT) innovations and Authoritative Data Sources, such as the AF Geospatial Integration Management Systems, SMS, and NexGen IT.
4. Demonstrates knowledge and prior use of data collection, analysis and representation tools such as project tracking and data management software programs, field survey technology, Geographic Information System (GIS) and Computer Aided Design and Drafting (CADD) applications, and data science and analysis platforms.
5. Skill in communicating orally and in writing with clarity, conciseness, and persuasiveness; and the ability to relate the effect of facility planning decisions on the mission and goals of an installation.
6. Ability to organize, divide, and distribute portions of work to other professional and expert personnel in order to complete large and complex planning projects and resolve complex planning issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
