The employee will serve as the Administrative Officer at the Fargo VA Health Care System in Fargo, ND. The employee must be fully and specifically knowledgeable of the health care system's operations and procedures and must be cognizant of active issues in the health care system. Provides support to specific specialty care programs as well as special studies, surveys, projects, planning and overall management.
Duties

Duties include, but may not be limited to the following:
Develops and implements long and short-term policies and objectives.
Analyzes data, prepares and presents reports for decision making using a variety of information systems to evaluate processes and work methods affecting health.
Identifies data collection priorities to ensure that established metrics are consistent with program goals and objectives.
Supervises a team in balancing workload in accordance with established workflow, skill level and/or occupational specialization.
Establishes guidelines and performance expectations for staff.
Fosters employee morale and sense of pride to increase employee productivity and retention.
Reviews and critiques reports, action items, policies and procedures for service line and reports to leadership to ensure completeness, timeliness and accuracy.
Provides expert advice and analysis to assist leadership and all levels of management.
Presents effective oral recommendations impacting the management of the medical center.
Maintains a working knowledge of relevant laws, regulations, policies and standards to monitor for compliance in a health care organization.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm

Qualifications
SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: supervising employees and assigning them work; establishing guidelines and performance expectations for staff; advising leadership on the operation of a health care system; using analytic tools to create data reports; resolving problems and improving processes; and communicating effectively, both in-person and in-writing, to prepare a wide variety of documents and communications.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) - Applicants must possess 3 full years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree or LL.M, if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) - Equivalent combinations of education and specialized experience (as described above) to meet the requirements.

Physical Requirements: The work is generally sedentary. Typically, the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required. The employee is often faced with changing priorities and with meeting deadlines.
