This position serves as General Foreman for the Loch Raven Campus of the VA Maryland Health Care System (VAMHCS) in the Environmental Management Service (EMS) reporting to the Assistant Hospital Housekeeping Officer. The VA Maryland Health Care System is a dynamic and progressive tertiary level B health care organization dedicated to providing quality, compassionate and accessible care and service to Maryland's Veterans.

Duties

Work Schedule: Full-Time (Rotating Shifts, weekends, evenings, holidays) Position Description Title/PD#: Housekeeping Aid Supervisor/PD17149-O Duties include: The Assistant Hospital Housekeeping Officer outlines objectives and scope. The General Foreman provides daily guidance to front line supervisors, leads and employees regarding broad priorities, program goals, and objectives as directed by Site Manager and/or the Chief or Assistant Chief of EMS. Incumbent is responsible for interpretation and adaptation of instructions. Independently resolves unusual or difficult problems and advises supervisors of potentially controversial situations. Employee develops and carries out plans and specific projects of the service to accomplish daily and scheduled assignments, and all related functions work is evaluated in terms of effectiveness in meeting established goals. The incumbent is responsible for direct supervision of approximately 2-3 supervisors and oversees housekeeper work leaders and approximately 34 FTEE in EMS which entails performance appraisals for all supervisors and subordinate positions under their control. Supervisory duties include, but are not limited to, plans work to be accomplished by subordinates, establish training program and inspection reports for program satisfaction. Set priorities, and establish schedules for work completion. Assigns work based on priorities, requirements of assignments, and capabilities of employees. Ensures timely performance of work and those quality standards are met. Incumbent is responsible for evaluating the overall performance of subordinate employees/leaders. Interviews candidates for vacant positions, recommends selections, re-promotions, or reassignments. Hears group grievances, serious employee complaints, refers unresolved ones to supervisor, or reviews serious disciplinary problems. Provides or makes provision for training as required. Assures subordinates job descriptions are current and accurate; positions are designed and structured to ensure optimum efficiency, effectiveness, and economy. Become familiar with and maintains affirmative action, upward mobility, and complaint procedures through with Equal Employment Opportunity (EEO) officials/higher level management. Keeps employees informed of EEO objectives and goals. Coordinate with AFGE/EEO counselor/official and employees to resolve formal and informal complaints. The incumbent must be available to work any tour of duty, work independently, and be able to make sound judgments and decisions. Work closely with the office of worker compensation (OWCP) for resolution regarding injured employees in a timely manner. Consults with the Assistant Hospital Housekeeping Officer while providing guidance and advisement on the daily management and operations for environmental sanitation practices, preventative maintenance, and patient assistance program (patient personal affects). In doing so, they are required to contribute input that determines local environmental management policies in compliance with regulatory and legal guidelines providing the basis for sound business practices that define staff responsibilities for performing specific functions. Environmental sanitation programs involve monitoring and providing a variety of cleaning and waste removal services for the entire Loch Raven campus and buildings for long and short- term inpatient and outpatient health care, include the Loch Raven Community Living and Rehabilitation Center. Maintaining cleaning procedures, frequency of cleaning schedules, and cleaning of all floor types, walls, ceilings, bathroom fixtures, furniture, housekeeping equipment, window and items, conducts quality controls by conducting a daily in-service Walsh Sanitation inspections covering all areas of responsibilities; initiates and closely monitors infection control procedures throughout area responsibility. Ensures all personnel responsible for cleaning are meeting the established standards for cleaning in a healthcare environment. Ensure compliance of EMS recycling program, waste collection within the medical center and constantly monitors procedures, methods, and regulatory requirements involved in the removing of waste for the medical center. Maintains various records and is responsible for the timely input of required reports pertaining to Sanitation, Patient Effects, Customer Service, Bed Management, building washing, Pest control and treatment in addition to the deep cleaning and floor maintenance program. Develops frequency plan of action for cubicle curtain changing, wall washing, carpet cleaning, power washing, floor stripping, and refinishing; Ensures that documented man-hours and cost are track for work performed in various areas in order to assess the recurring needs of the above mentioned periodic cleaning activities.

Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Custodial workers in this situation occasionally lift and move objects weighing over 23 kilograms (50 pounds) (scrap and trash cans, crates, parts, etc.). They put forth moderately heavy physical effort in mopping or scraping sticky or heavy liquids from floors. Working Conditions: Custodial workers usually work indoors, in areas which normally have adequate heat, light, and ventilation. They are continually exposed to dust, dirt, and grease, and standing on concrete floors. Care is frequently required to avoid serious injuries (e.g., broken bones) from machinery, vehicles, etc.
