The primary purpose of this position is to serve as a professional mechanical engineer and project manager in support of Air Force systems, components, and/or equipment.
Duties
Performs professional mechanical engineering work in support of major mechanical systems and support programs for a weapon system.
Employs scientific and engineering principles to design, develop, test, evaluate, and/or determine maintenance requirements.
Performs analysis and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects or tasks.
Performs project/program management responsibilities to determine the business and technical needs of customers.

- The work may require the employee to drive a motor vehicle. An appropriate valid driver's license may be required for the position.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Some work may require periods of walking, standing, bending, climbing, or driving a motor vehicle and work may be conducted in flight-line or industrial areas. The work does not require any special physical effort.
- Some worksites may involve exposure to noise or environmental hazards requiring use of appropriate personal protective equipment Employees may carry light items such as books, instruments, and other similar materials.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, HERE. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
BASIC REQUIREMENTS:
The individual occupational requirements typically provide at least two methods for applicants to meet the basic requirements of the occupations covered by this standard:
A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.
B. Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
In addition to meeting the basic requirement applicants must also meet the additional requirements as reflected below.
SPECIALIZED EXPERIENCE:
GS-07:
One year of specialized experience to at least the GS-05 grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience includes performing design, development, commission, manufacture, operation, testing, modification, maintenance, and disposal of mechanical devices and systems, their equipment, and/or components.

have one year of graduate level education
OR
superior academic achievement SAAOR have a combination of education and specialized experience
GS-09:
One year of specialized experience to at least the GS-07 grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience includes performing routine and recurring mechanical engineering duties; uses typical engineering calculations; selects appropriate approach to solve routine problems and recommends course of action; analyze, interpret and apply mechanical engineering rules and procedures; and familiarity with other engineering disciplines. Performing design, development, commission, manufacture, operation, testing, modification, maintenance, and disposal of mechanical devices and systems, their equipment, and/or components.
OR
have a master's or equivalent graduate degree
OR
2 full years of progressively higher level graduate education leading to a master's degree which provides you with the knowledge, skills, and abilities necessary to do the work of this position.
OR
have a combination of education and specialized experience.
GS-11:
One year of specialized experience to at least the GS-09 grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience includes independently performing operational and maintenance engineering duties involving design, construction, maintenance, repair, acquisition, or disposal of facility/real property; operation of utility systems; or environmental planning.OR3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D.
OR
equivalent doctoral degree
OR
have a combination of education and specialized experience.
GS-12:
One year of specialized experience to at least the GS-11 grade level under the General Schedule (GS) or other pay systems. Examples of specialized experience as above grades.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional mechanical engineering concepts, principles, practices, standards, methods,
techniques, materials, and equipment to effectively apply engineering theories, principles, and concepts to project development and execution.
2. Knowledge of aircraft, ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of aircraft systems.
3. Knowledge of the principles of planning and program management; standard acquisition regulations, practices, and procedures; and other engineering disciplines.
4. Skill in preparing design concepts working drawings, expressing proposals, and establishing requirements for technical objectives and characteristics.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
6. Ability to-prepare design concepts, convey ideas, and working drawings using computer aided design and drafting programs, and/or project management/scheduling software programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
