The primary purpose of this position is to ensure optimal resource decisions are made and executed across civil engineer activities, and ensure data and information from all shops are applied to the applicable Asset Management Plan (AMP) and other investment and execution plans.

Duties

Manages and executes Asset Management Plans (AMP) and/or Sub-Asset Management Plans (Sub-AMP) for entire installation. Contracting Officer Technical Representative (COR) performing inspection and surveillance of difficult and complex construction projects. Provides project management for small purchase contracts and SABER Delivery Orders and service contract statements of work (SOW). Integrates and synchronizes Engineering Flight work with Operations Flight work force for preventive maintenance (PM). Integrates and synchronizes Operations Flight contract project development, review, construction, and integration, and warranty management pertaining to respective portfolio.

  • Selectee may be required to support Special Events (i.e. Annual Air Show, Base Exercises) not necessarily performing in their primary skill code.
  • Selectee may be required to augment the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code.

Qualifications

Examples of specialized experience include experience in of Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities; construction inspection practices and procedures involved in building materials, workmanship, and installation of systems as well as the practical methods and techniques of engineering principles relating to complex construction procedures; electrical, mechanical, and structural aspects of major construction projects; practices and procedures pertaining to Civil Engineering operations and ability to research, interrupt, and apply rules and regulations in a variety of situations; Computerized Maintenance Management and Sustainment Management Systems, economic usage, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivot tables and charts; experience of program planning and budgeting cycles, real property management, and economic usage to effectively accomplish assigned functions, and knowledge of analytical and diagnostic methods, procedures, surveying methods, algebra, trigonometry and techniques of measurement to identify project requirements. OR SPECIALIZED EXPERIENCE FOR OUTSIDE APPLICANTS (APPLICANTS WITH NO FEDERAL CIVILIAN EXPERIENCE): Applicants must have at least one year (52 weeks) of specialized experience equivalent to at least the GS-10 grade level or equivalent in other pay systems. Examples of specialized experience include experience in of Asset Management Principles and Practices as it applies to Operations Management and Requirements and Optimization activities; construction inspection practices and procedures involved in building materials, workmanship, and installation of systems as well as the practical methods and techniques of engineering principles relating to complex construction procedures; electrical, mechanical, and structural aspects of major construction projects; practices and procedures pertaining to Civil Engineering operations and ability to research, interrupt, and apply rules and regulations in a variety of situations; Computerized Maintenance Management and Sustainment Management Systems, economic usage, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivot tables and charts; experience of program planning and budgeting cycles, real property management, and economic usage to effectively accomplish assigned functions, and knowledge of analytical and diagnostic methods, procedures, surveying methods, algebra, trigonometry and techniques of measurement to identify project requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of, and skill in carrying out, standard procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles. Knowledge of construction techniques sufficient to interpret and explain contract specifications and requirements and assist contractors in meeting them. Knowledge of electrical, mechanical, and structural aspects of major construction projects as well as inspection and safety practices and procedures in the construction industry. Knowledge of AFIs, practices, and procedures pertaining to CE operations and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations, and recommend timely and economical solutions. Knowledge of Computerized Maintenance Management and Sustainment Management Systems, system capabilities, economic usage to effectively accomplish assigned functions, and proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook). Ability to manipulate data use macros and formulas, pivots tables and charts, perform data analysis, and build effective presentations. Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities; real property management; and economic usage to effectively accomplish assigned functions. Knowledge of analytical and diagnostic methods, procedures, and principles, and surveying methods, equipment, and techniques of measurements to identify project requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
